RESOLUTION 23-3350 <br />A RESOLUTION OF THE CITY OF CASSELBERRY, FLORIDA, <br />RECOGNIZING AND CONFIRMING LEGISLATION IN PROGRESS <br />REGARDING THE BUFFER AND ACCESSWAY REQUIREMENTS IN <br />SECTION 3-13.7 OF THE UNIFIED LAND DEVELOPMENT <br />REGULATIONS FOR PROPERTY ZONED RECREATION AND OPEN <br />SPACE; PROVIDING FOR LEGISLATIVE FINDINGS; RECOGNIZING <br />LEGISLATION IN PROGRESS; PROVIDING FOR CONFLICTS, <br />SEVERABILITY, AND AN EFFECTIVE DATE. <br />WHEREAS, via Resolution 19-3118, the City of Casselberry adopted the Casselberry <br />Healthy Community Complete Streets Policy and Design Guidelines, which set a bold goal to <br />become the most walkable, rollable, and bikeable City in Central Florida by 2040; and <br />WHEREAS, the City of Casselberry's 2017 Parks, Recreation, Pathways, and Open <br />Spaces Master Plan identified the need for improved connectivity to City parks for people <br />walking; and <br />WHEREAS, the City of Casselberry's Healthy Communities Element in its <br />Comprehensive Plan stresses the importance of well-planned parks, sidewalk systems, greenways <br />and other amenities to help address key health issues; and <br />WHEREAS, via Resolution 19-3109, the City has committed to the "10 -minute walk" <br />campaign with a goal to have all residents within the City of Casselberry be within a 10 -minute <br />safe and comfortable walk of a park; and <br />WHEREAS, through a voter -approved parks bond referendum, the City of Casselberry <br />has committed to major improvements for multiple City parks; and <br />WHEREAS, the Unified Land Development Regulations' (ULDRs') buffer requirements <br />do not include a specific category for Recreation and Open Space zoned property (including parks) <br />nor specific consideration to allow placement of sidewalks or shared use paths within landscape <br />buffers within property zoned as Recreation and Open Space; and <br />WHEREAS, geometric constraints within parks can result in challenges to achieve both <br />the overall community vision for a park's features while also providing sufficient sidewalk and <br />shared use path connectivity, safety, and comfort to achieve the City's goals; and <br />WHEREAS, the City finds that a Code change to ULDR Section 3-13.7 is desirable to <br />allow for more flexibility in the buffer requirements for Recreation and Open Space zoned property <br />in order to permit improved connectivity to and within parks while still sufficiently buffering from <br />adjacent land uses; and <br />WHEREAS, specifically, the City finds that a Code change to ULDR Table 3-13.7.(C1) <br />Resolution 23- 3350 <br />1 <br />
