RESOLUTION 22-3336-A <br />A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF <br />CASSELBERRY, FLORIDA, RELATING TO MODIFICATION OF THE <br />COMMUNITY REDEVELOPMENT PLAN OF THE CASSELBERRY <br />COMMUNITY REDEVELOPMENT AGENCY TO ADD A PARCEL WITH <br />PROPERTY IDENTIFICATION NUMBER 17-21-30-510-0000-001A, <br />LOCATED AT 201 S.R. 436, FERN PARK, TO THE COMMUNITY <br />REDEVELOPMENT AREA AND PLAN, CONSISTENT WITH SECTIONS <br />163.346 AND 163.361, FLORIDA STATUTES; PROVIDING FOR <br />RECITALS, AMENDMENT TO THE COMMUNITY REDEVELOPMENT <br />PLAN, CONFLICTS, SEVERABILITY, AND AN EFFECTIVE DATE. <br />WHEREAS, the City adopted Ordinance 95-851, establishing the Community <br />Redevelopment Agency ("CRA") to create a Community Redevelopment Plan within the CRA <br />Area, identifying those parcel identification numbers within the CRA Area boundary that are <br />subject to a tax increment financing district; and <br />WHEREAS, the Seminole County Board of County Commissioners adopted Resolution <br />95-R-255 delegating to the City the right and authorization to exercise those powers, as provided <br />in Chapter 163, Part III, F.S., to create, establish, and manage a CRA; and <br />WHEREAS, the City Commission of the City of Casselberry, Florida, adopted Resolution <br />95-889, establishing a Community Redevelopment Area ("CRA Area") and determined that one <br />or more slum or blighted areas exist within the City of Casselberry, and adopted Resolution 16- <br />2922 that extended the effective date of the CRA through December 11, 2025, consistent with <br />Section 163.362, Florida Statutes; and <br />WHEREAS, one purpose of the CRA is to stimulate redevelopment and allow for land <br />subdivision/assemblage to change lot lines to physically accommodate site development. Land <br />subdivision/assemblage includes platting, replatting, lot splits, or lot combinations, as allowable <br />per Chapter 177, F.S.; and <br />WHEREAS, the City has received a request to combine 2 parcels under common <br />ownership into I tract, but there is one parcel included within and one parcel outside of the CRA <br />Area. The lot located at 201 S.R. 436, Fern Park, with a property identification number 17-21- <br />30-510-0000-OOIA ("Property"), needs to be added to the Community Redevelopment Area and <br />Plan to allow for lot combination with the adjacent parcel located at 205 S.R. 436, Fern Park <br />(17-21-30-510-0000-001B), to create one unified taxable tract; and <br />
