CASSELBERRY CITY COMMISSION Minutes of September 26,2022 — RegWal' D4eeting Page 4 of 13 The City Clerk read Resolution 22-3332 by title, as follows: "A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF CASSELBERRY, FLORIDA ADOPTING THE FINAL BUDGET FOR THE CITY OF CASSELBERRY FOR THE FISCAL YEAR COMMENCING OCTOBER 1, 2022 AND ENDING SEPTEMBER 30,2023; PROVIDING FOR CONFLICTS, SEVERABILITY AND PROVIDING FOR AN EFFECTIVE DATE." Notice of Public Hearing: The Notice of Public Hearing relative to Resolution 22-3332 adopting the final budget for Fiscal Year 2022-2023 was advertised in the Orlando Sentinel on Thursday, September 22, 2022 in accordance with Truth In Millage (TRIM) requirements and the rules of the Florida Department of Revenue. Staff Presentation: City Manager Randy Newlon stated that Resolution 22-3332 provides for the adoption of the final budget for the Fiscal Year 2022-2023 (FY 2023) in the amount of $70,208,960. A tentative budget of $70,208,960 for Fiscal Year 2022-2023 was approved by the City Commission at the first public hearing held on September 12, 2022. No modifications to the budget have occurred since the first public hearing. Mr. Newlon gave a presentation on the proposed final operating budget for Fiscal Year 2022-2023 which included the increases and decreases in each fund, the projects and proposed expenditures which resulted in the increases and decreases, and additional details as to the proposed revenues and expenditures contained in the proposed final budget. The City Commission is requested to approve Resolution 22-3332 adopting a final budget of $70,208,960 for Fiscal Year 2022-2023. Budget Impact: The final budget requested for FY 2022-2023 for the City of Casselberry remains at $70,208,960. Recommendation: The City Manager and the Finance Director recommended approval of Resolution 22- 3332 adopting the final operating budget for the City of Casselberry for Fiscal Year 2022-2023 totaling $70,208,960. Public Hearing: Mayor Henson stated this was a public hearing to hear and consider comments and questions regarding Resolution 22-3332, final operating budget for Fiscal Year 2022-2023. Mayor Henson opened the floor for public participation. No one came forward to address Resolution 22-3332. Mayor Henson closed the public hearing relative to Resolution 22-3332 MOTION: Commissioner Meadows moved to approve Resolution 22-3332 establishing a final operating budget for the City of Casselberry totaling $70,208,960 for Fiscal Year 2022-2023, as presented. Motion was seconded by Commissioner Busch. Motion carried unanimously by voice vote 5-0. Mayor Henson announced that the City of Casselberry has adopted a final budget for Fiscal Year 2022- 2023.
