CASSELBERRY CrrY COMMISSION
Minutes of September 26, 2022— Regular Meeting
Page 10 of 13
Budget Amendment 422-036. City Attorney Reischmann noted that Resolution 22-3336 also gives
authority to the City Manager to extend the Declaration of a State of Public Emergency in 7 -day increments
as necessary. Mr. Newlon advised that he expected to open the Emergency Operations Center and the
Citizen Information Line on Wednesday, as well, but was not yet prepared to make that announcement at
this time. City Clerk Donna Gardner advised that at this time basic information related to the storm was
available on the City's website and social media, but most of that was general information from Seminole
County. She advised the City would continue to put out general information, but as emergency operations
for the City were geared up in the coming days, the information put out on the website and social media
would become more focused and detailed specifically for City residents. Ms. Gardner also reminded the
City Commission that a (notion to approve the Resolution should also include approval of the related
Budget Amendment #22-066. Mr. Newlon clarified that the associated budget amendment was needed to
provide initial funding for storm mitigation and debris collection if needed.
Discussion: A brief discussion ensued regarding inquiries Commissioners had been receiving from
residents who were fairly new to the City and had not experienced a large storm event previously.
Commissioner Meadows commented that he was pleased that the City had decided years ago to be
proactive and purchase more permanent and portable generators, which he felt was good foresight on the
City's part and put the City in a better position of preparedness than some of the surrounding cities might
be. The portable generators have been situated around the City in order to be deployed where needed in
the event of power outages. Mr. Newlon noted that the pot -table generators would be used to support the
City's lift stations to hopefully prevent sewer backups in the event of power outages, and also would be
deployed to the City's major intersections to provide power to keep traffic signals at these intersections
functioning.
BA #22-066
Explanation of Request: This budget amendment seeks City Commission approval to provide funding
for storm recovery operation for Hurricane Ian in the amount of $1,000,000.
Account Number
Increase:
001-0190-519.58-06
001-0000-389.90-00
110-0190-538.58-06
110-0000-389.90-00
401-0190-536.58-06
401-0000-389.90-00
Audience Participation:
Amendment #22-066.
Account Description Amount
Contingency Reserve
$600,000
Other Non -Operating Source
$600,000
Contingency Reserve
$ 50,000
Other Non -Operating Source
$ 50,000
Contingency Reserve
$350,000
Other Non -Operating Source
$350,000
No one came forward to address Resolution 22-3336 and related Budget
MOTION: Vice Mayor Aramendia moved to approve Resolution 22-3336 confirming the
Declaration of a State of Public Emergency for Hurricane Ian and related
Budget Amendment #22-066, as presented.
