DE. Site Design. The elements of site design whieh aro flexible will be reviewed during the site <br />plan review process outlined in Article XVIII, Site Plan Review. <br />Block Design. The City encourages the subdivision of larger blocks into smaller blocks to <br />create walkable development sites. The City Engineer, where when applicable,) May-wi44 <br />limit the number of curb cuts to protect pedestrians. <br />a. Street Design. New local streets shall be designed to meet the Complete Streets Policy <br />and Design Guidelines and must be approved by the City Engineer, or his/her designee, <br />during the site plan review process. <br />b. Curb extensions shall be utilized to protect pedestrians and minimize crossing <br />distances. A piek up and dfop off point shall be o oa along the fb f o ting .,y <br />development to allow for- the leading and unloading of pedestrians. The Gity Engineer <br />will rveommend the leeations of these points dufing the site plan r-eView pr-E)eess Wher-_e <br />feasible. <br />e. <br />On street par -king is eneouraged with eonstruetion of any new Complete Stfeet i.n. <br />aeeor-danee with the Complete Stfeets D„ lie), and Design (':uidelines <br />c. d:Access for delivery or waste collection shall be located at the rear of the building, <br />where possible, and shall be screened from the public right-of-way.. and be within a <br />dedicated enclosure. The design and location of the enclosure shall accommodate daily <br />waste collection and shall not create potential conflicts with pedestrians, buildings, or <br />parked vehicles. Exceptions to this will be made f f a underground vault system f , <br />waste eolleetion. <br />d. e.Loading Docks. Loading docks and service areas shall be placed behind the building <br />and shall be screened from the public right-of-way. <br />e. Transit Shelters. Transit shelters shall be provided at all transit stop locations. The <br />transit shelters shall be 6'x13' and shall be LYNX -style or Park -style.
