NOW, THEREFORE, BE IT ENACTED BY THE CITY COMMISSION OF THE <br />CITY OF CASSELBERRY, FLORIDA, AS FOLLOWS: <br />Section I. Recitals. The foregoing recitals are hereby fully incorporated herein by this <br />reference as legislative findings and the intent and purpose of the City Commission of the City of <br />Casselberry. <br />Section II. Establishment of Article VIII, "Illicit Discharge and Connections" of the <br />City Code. That Article VIII, "Illicit Discharge and Connections" of Chapter 86 "Utilities" of the <br />Code of Ordinances of the City of Casselberry is hereby established to read as follows: <br />Article VIII — Illicit Discharge and Connections <br />Sec 86-356 Purpose/Intent. <br />The purpose of this Article is to provide for the health safety, and general welfare of the <br />citizens of the City through the regulation of non-stormwater discharges to the storm <br />drainage system to the maximum extent practicable as required by federal and state law. <br />This Article establishes methods for controlling the introduction of pollutants into the <br />Municipal Stearate Storm Sewer System(MS4) in order to comply with requirements of <br />the National Pollutant Discharge Elimination System (NPDES) permit process. The <br />objectives of this Article are: (a) To regulate the contribution of pollutants to the MS4 by <br />stormwater discharges by any user. (b) To prohibit Illicit Discharges and Connections to the <br />MS4 (c) To establish legal authority to carry out all inspection surveillance and monitoring <br />procedures necessary to ensure compliance with this Article. <br />Sec. 86-357. Definitions. <br />Unless otherwise expressly stated the following words terms and phrases when used in <br />this Article shall have the meanings ascribed to them in this Section, except where the <br />context clearly indicates a different meaning. Unless specifically defined in this Section, <br />words or phrases used in this Article shall be interpreted so as to give them the meaning they <br />have in common usage and to give this Article its most reasonable application. The <br />definitions in this Section shall apply only to this Article: <br />Illicit Discharge and Connections Ordinance <br />
