NOW, THEREFORE, BE IT ENACTED BY THE CITY COMMISSION OF THE CITY OF CASSELBERRY, FLORIDA, AS FOLLOWS: Section I. Recitals. The foregoing recitals are hereby fully incorporated herein by this reference as legislative findings and the intent and purpose of the City Commission of the City of Casselberry. Section II. Establishment of Article VIII, "Illicit Discharge and Connections" of the City Code. That Article VIII, "Illicit Discharge and Connections" of Chapter 86 "Utilities" of the Code of Ordinances of the City of Casselberry is hereby established to read as follows: Article VIII — Illicit Discharge and Connections Sec 86-356 Purpose/Intent. The purpose of this Article is to provide for the health safety, and general welfare of the citizens of the City through the regulation of non-stormwater discharges to the storm drainage system to the maximum extent practicable as required by federal and state law. This Article establishes methods for controlling the introduction of pollutants into the Municipal Stearate Storm Sewer System(MS4) in order to comply with requirements of the National Pollutant Discharge Elimination System (NPDES) permit process. The objectives of this Article are: (a) To regulate the contribution of pollutants to the MS4 by stormwater discharges by any user. (b) To prohibit Illicit Discharges and Connections to the MS4 (c) To establish legal authority to carry out all inspection surveillance and monitoring procedures necessary to ensure compliance with this Article. Sec. 86-357. Definitions. Unless otherwise expressly stated the following words terms and phrases when used in this Article shall have the meanings ascribed to them in this Section, except where the context clearly indicates a different meaning. Unless specifically defined in this Section, words or phrases used in this Article shall be interpreted so as to give them the meaning they have in common usage and to give this Article its most reasonable application.
