CASSELBERRY CITY COMMISSION <br />Minutes of September 12, 2022 — Regular Meeting <br />Page 22 of 25 <br />the residents will be impacted greatly. Associated Budget Amendment #22-064 is for the purpose of taking <br />funds that were originally designated for the Windward Square Water Main Replacement Project to cover <br />this project. The Water Main Replacement Project is already under design and the City is anticipating some <br />ABPA (American Rescue Plan Act) funding for that project. In response to questions about the beautiful <br />trees located in the development, Ms. Lamoureux advised that there would be some trees that would have <br />to be removed, but they were ones that were overgrown and causing damage to the roadway and utilities; <br />however, others that did not impair the roadways or utilities would be left. In response to other questions <br />from the City Commission, Ms. Lamoureux stated that the quoted price was quite high; however staff had <br />considered the feasibility of putting it back out for proposal, but determined that because Cathcart <br />Construction was a company the City had used in the past and which the City also had an ongoing contract <br />for emergency utility repairs, it was a better option to award the contract to them rather than chance an <br />increase in price or getting a contractor that may not be able to do the required work. She added that the <br />sidewalks in areas where the service lines had already been replaced by in-house staff would be replaced <br />with this project for consistency throughout the development. <br />Budget Impact: Budget Amendment #22-064 will increase the Renewal and Replacement Distribution <br />and Collection Infrastructure account #402-07521-536.63-40 for Project PW 2220 Windward Square <br />Service Line Replacement and decrease the Renewal and Replacement Distribution and Collection <br />Infrastructure account #402-0751-536.63-40 for Project 1808 Windward Square Water Main Replacement <br />in the amount of $2,066,130. <br />Recommendation: The City Manager and the Public Works & Utilities Director recommended award of <br />a Bid for RFP -2022-0192 and execution of an agreement with Cathcart Construction Company in the <br />amount of $1,878,300 to provide for construction of the Windward Square Service Line Replacement <br />Project, authorization for the City Manager to approve Change Orders up to 5% of the base proposal <br />amount, and approval of related Budget Amendment #22-064. <br />Audience Participation: The following individual came forward to address the City Commission <br />regarding this item: <br />1. Thomas Kirk, 2339 Inagua Way, stated he was the President of the Windward Square <br />Homeowners' Association located at 2508 Barbados Drive and had, indeed, been working very <br />closely with City staff and keeping the residents of the community informed along the way and <br />the community residents were very much looking forward to these improvements. <br />No one else came forward. <br />MOTION: Commissioner Meadows moved to award a Bid for RFP -2022-0912 and approve <br />execution of an agreement with Cathcart Construction Company in the amount <br />of $1,878,300 to provide for construction of the Windward Square Service Line <br />Replacement Project, authorize the City Manager to approve Change Orders <br />up to 5% of the base proposal amount, and approve related Budget Amendment <br />#22-064. Motion was seconded by Commissioner Busch. Motion carried <br />unanimously by voice vote 4-0. <br />
