Representatives of Raftelis Financial Consultants, Inc. were present at the meeting to <br />address questions, if needed. <br />Budget Impact: Adoption of Ordinance 22-1569 should not have tnuch impact on revenues in FY23. <br />Recommendation: The City Manager and the Finance Director recommended adoption of Ordinance 22- <br />1569 on second reading. <br />Public Hearing: Mayor Henson stated this was a public hearing to hear and consider comments and <br />questions regarding Ordinance 22-1569. Mayor Henson opened the floor for public participation. No one <br />came forward to address Ordinance 22-1569. Mayor Henson closed the public hearing relative to <br />Ordinance 22-1569. <br />MOTION: Commissioner Busch moved to adopt Ordinance 22-1569 on second and final <br />reading, as presented. Motion was seconded by Vice Mayor Aramendia. <br />Motion carried unanimously by voice vote 3-0. <br />B. Resolution 22-3315 — Amending Solid Waste Fees and Charges <br />The City Clerk read Resolution 22-3315 by title, as follows: <br />"A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF CASSELBERRY, <br />FLORIDA, AMENDING RESIDENTIAL SOLID WASTE FEES AND CHARGES AS <br />ESTABLISHED IN RESOLUTION 21-3242 TO INCREASE FEES FOR COLLECTION AND <br />DISPOSAL OF RESIDENTIAL SOLID WASTE; PROVIDING FOR CONFLICTS, <br />SEVERABILITY, AND AN EFFECTIVE DATE." <br />Notice of Public Hearing: The Notice of Public Hearing relative to Resolution 22-3315 was advertised in <br />the Orlando Sentinel on Thursday, August 11, 2022. <br />Staff Presentation: City Manager Randy Newlon stated that approval of Resolution 22-3315 amending <br />solid waste fees and charges as established in Resolution 21-3242 to increase fees for collection and disposal <br />of residential solid waste is requested. The City of Casselberry provides for the collection and disposal of <br />residential solid waste for its residents on a fee basis which is passed to customers as part of their monthly <br />water and sewer utility bills. The revenue collected is used to pay for waste collection costs provided by a <br />contracted franchise agent, currently Waste Pro of Florida, Inc. In 2021 the City Commission determined <br />and agreed by consensus that the solid waste collection fees would need to be raised to fully fund collection <br />costs for the remaining term of the Waste Pro contract which expires in 2027. As a result, the fees were <br />increased approximately 15% for the first time in ten years. Unfortunately, due to high inflation, rising fuel <br />costs, and increased labor costs experienced in 2022, it has become necessary to increase rates once again <br />to ensure the solvency of the Solid Waste Fund. The City Commission is being requested to approve an <br />increase of 15% to residential solid waste monthly rates effective October 1, 2022 and 4% increases <br />annually thereafter through the remainder of the Waste Pro contract expiring in 2027. <br />
