CASSELBERRY CITY COMMISSION
Minutes of September 19, 2005 - Special Meeting
Page 3 of 3
receive those increased benefits in addition to the monthly health insurance waiver of $100. Mayor Goff
inquired why the start date was November 7". Mrs. Reischmann stated Mr. Stampfler stated that was the
earliest he could begin his employment. Commissioner Hufford voiced concerns regarding the repayment
of relocation expenses upon voluntary departure, and suggested that it be reduced equally monthly over the
two year period. Mayor Goff stated the ICMA's ethics policy requests City Managers to commit to two years
and did not think the repayment proportions were significant enough to renegotiate, unless there were other
substantial areas the City Commission determines it wishes to renegotiate. Commissioner Hufford withdrew
her suggestion. Commissioner Cook was opposed to a starting salary of $132,000 and recommended that
it be no more than $115,000. Mr. Segreto stated the starting range was advertised as $93,000 to $135,000.
Commissioner Cook stated she was under the impression that was the salary range for the City Manager
position, not the starting pay range. Commissioner Doerner proposed the City Commission take a $1,000
or $2,000 pay cut to offset the higher City Manager salary. Commissioner Hufford stated she would be
committed to Commissioner Doemer's Commission salary reduction proposal. Mayor Goff requested that
Ms. Vivo be sure to clarify in future employment searches whether an advertised range is a starting pay range
or salary range. Vice Mayor Hart inquired to Mrs. Reischmarm if she thought Mr. Stampfler would agree
to a reduction of the retirement contribution from 18% to 15%. Mrs. Reischmann stated that based on her
negotiation conversations with Mr. Stampfler, he definitely would not agree to that reduction.
MOTION: Commissioner Hufford move to approve the
Employment Agreement between the City of
Casselberry and Michael L. Stampfler, as presented.
Motion was seconded by Vice Mayor Hart. Motion
carried 4 - 1 (Commissioner Cook dissenting) by roll
call vote.
Roll Call Vote of the City Commission:
Commissioner Doerner - Yes; Commissioner Cook - No; Commissioner Hufford - Yes; Vice Mayor
Hart - Yes; Mayor Goff - Yes. Motion passed 4 - 1.
6.
