CASSELBERRY CITY COMMISSION <br />Minutes of September 19, 2005 - Special Meeting <br />Page 2 of 3 <br />5. NEW BUSINESS <br />A. APPROVAL OF PROPOSED CITY MANAGER CONTRACT <br />Staff Presentation: Mrs. Reischmann noted the following points to the proposed City Manager contract for <br />Michael L. Stampfler: <br />• Section 5. Salary: Mr. Stampfler requested a starting salary of $132,000 due to the high cost of <br />housing in the area. <br />• Section 3. Termination and Severance Pay (C): There is no vacation or sick leave payout if he <br />voluntarily resigns within the first year of employment. <br />• Section 3. Termination and Severance Pay (A): The disability insurance, the automobile and cell <br />phone allowances are eliminated if there is a severance period. <br />• Mr. Stampfler is eligible for compensation time, consistent with policy approved by the City <br />Commission for Department Directors and the City Manager after the 2004 hurricane season. <br />• Section 7. Outside Activities: Mr. Stampfler requested a modification to this section that states he <br />must give prior notice but does not need formal approval of those outside activities conducted on his <br />time off and must not be in conflict with his duties. <br />• Section 8. Relocation (A): Mr. Stampfler requested a maximum of $12,500.00 for relocation <br />expenses. In the event that he voluntarily leaves within two years of employment, he shall repay a <br />portion of the relocation expenses. <br />• Section 8. Relocation (B): Mr. Stampfler requested $1,500.00 per month housing allowance for six <br />months. <br />• Section 14. Other Terms and Conditions of Employment (D): Mr. Stampfler requested the City pay <br />18% of his base salary into ICMA-RC retirement plan. <br />• It was noted that Mr. Stampfler is receiving lifetime health insurance benefits from his previous <br />employer; therefore he would be eligible for the $100 per month health waiver available to all <br />employees who have alternative health insurance coverage and do not participate in the City's plan. <br />• Section 9. Automobile. The $550.00 per month allowance is the same as what is being given in <br />Sanford. <br />• Section 11. Professional Association and Development (B): Mr. Stampfler requested to have the <br />City budget for and pay the travel and subsistence expenses for at least three conferences per year. <br />• Section 14. Other Terms and Conditions of Employment (B): Mr. Stampfler requested to receive <br />twenty working days of vacation, due to previous commitments, to be used within the first six <br />months of employment, or the time will be forfeited. In addition, he shall receive twenty vacation <br />days accrued over a twelve month period, with no limitation of sick or vacation time accrual. It was <br />noted that he has a family vacation scheduled for December 17" to January 3rd <br />• Section 14. Other Terms and Conditions of Employment (F): Mr. Stampfler requested an increase <br />to the cell phone allowance from $34.00 per month to $75.00 per month. <br />Commission Discussion: Commissioner Cook voiced concerns regarding the fact that Mr. Stampfler did not <br />disclose his pending vacation during the interview process. Commissioner Cook was not in favor of the <br />increased percentage paid toward retirement, automobile, cell phone and relocation expenses. Mrs. <br />Reischmann explained that those increases were negotiated since Mr. Stampfler was receiving full health <br />benefits from his previous employer.
