CASSELBERRY CITY COMMISSION <br />Minutes of August 8, 2022 — Regular Meeting <br />Page 7 of 9 <br />IMPOSED STREET LIGHTING ASSESSMENTS, CHARGES AND FEES; DETERMINING <br />THAT CERTAIN REAL PROPERTY IS SPECIALLY BENEFITED BY STREET LIGHTING <br />SERVICES; APPROVING THE ASSESSMENT ROLL; PROVIDING THE METHOD OF <br />COLLECTION; AND PROVIDING AN EFFECTIVE DATE. <br />Notice of Public Hearing: The Notice of Public Hearing relative to Resolution 22-3322 was advertised in <br />the Orlando Sentinel on Thursday, June 23, 2022. <br />Staff Presentation: Public Works & Utilities Director Kelly Brock stated that Resolution 22-3322 is the <br />Street Lighting Filial Assessment Resolution for the implementation of the street lighting service <br />assessment for Fiscal Year 2022-2023. The rate is $31.88 per equivalent residential unit (ERU) and is the <br />same rate per ERU as the previous year assessed. The net estimated revenue for this assessment is budgeted <br />in FY 2022-2023 at approximately $390,000.00, which is around $4,000 more than previous years, due to <br />new units that came online for Fiscal Year 2023, including Concord Townhomes, some units at Preserve at <br />Maitland, additional homes at Greenville, and also a new parcel for the Geneva School. Upon approval by <br />the City Commission, the assessment resolution will be submitted to the Seminole County Tax Collector <br />for inclusion in the FY 2023 property tax bills. <br />Budget Impact: There is no impact to the FY 2021-2022 Budget. The estimated revenue from the <br />Streetlight Assessment will be budgeted in the FY 2022-2023 Street Light Fund Special <br />Assessments/Service Charges account #120-0000-325.20-00. <br />Recommendation: The City Manager and the Public Works & Utilities Director recommended approval <br />of Resolution 22-3322. <br />Public Hearing: Mayor Henson stated this was a public hearing to hear and consider comments and <br />questions regarding Resolution 22-3322. Mayor Henson opened the floor for public participation. No one <br />came forward to address Resolution 22-3322. Mayor Henson closed the public hearing relative to <br />Resolution 22-3322. <br />MOTION: Vice Mayor Aramendia moved to approve Resolution 22-3322, as presented. <br />Motion was seconded by Commissioner Busch. Motion carried unanimously <br />by voice vote 5-0. <br />12. OTHER ITEMS <br />No items were presented for consideration on this agenda. <br />13. CITIZENS' COMMENTS <br />Mayor Henson announced persons that wished to make comment or make inquiry on any matter not on the <br />agenda, may request to be recognized during Citizens' Comments. Mayor Henson announced the rules of <br />decorum. No one came forward. <br />
