Planning & Zoning Commission/ <br />Local Planning Agency Minutes <br />May 11, 2022 <br />Page 2 <br />Fifth Item of Business: SPR 21-11 • Icon Commons at 380 SR 436 — Continued Item from the April 13, 2022, <br />Planning and Zoning Commission Meeting. A major site plan request to construct a six -story, ±39,590 sq. ft. <br />mixed-use building, as well as associated hardscape, landscaping, stormwater retention, and site lighting. <br />Mr, Chris Bowley, Community Development Director, reviewed the information provided in staffs <br />memorandum dated May 11, 2022 to the City of Casselberry Planning and Zoning Commission. Mr. Bowley <br />reviewed portions of the Healthy Communities and Multi -modal Transportation Elements in the City's Comprehensive <br />Plan and a timeline of City Policy Action (a copy is attached and made a part of the minutes). Mr. Bowley addressed <br />the April 13, 2022 Planning and Zoning Commission comments regarding parking calculations, fire safety access, <br />buffering, and the live -work concept. He said the City does not have any land to develop and there is no property left <br />to annex into the city limits. <br />Mr. Bowley requested the Planning and Zoning Commission approve case number SPR 21-11. The <br />conditions of approval are as follows: <br />1. The site plan approval shall be valid for one (1) year. An extension request may be submitted prior to <br />the expiration of this approval. <br />2. A tree bank payment of $10,500.00 must be submitted prior to the issuance of a Certificate of <br />Occupancy. <br />3. Provide copies of all local, regional, state, and federal permits for the project to the City prior to <br />commencement of development. <br />4. All of the above conditions shall be fully and faithfully executed, or the site plan shall become null and <br />void. <br />A general discussion ensued regarding the lack of the cross access on the property and parking. The <br />Commission felt that Mr. Bowley answered their questions. <br />Mr. Hale asked the applicant to come forward. The applicant was not present at the meeting. <br />Mr. Hale asked if there was anyone in the audience who wished to speak in favor of, or in opposition to, the <br />request. Mr. Michael Townes, 552 Queens Mirror Circle, Casselberry, Florida came forward. Mr. Townes was <br />concerned that the City would lose the single-family home community around the golf course and lakes. He <br />appealed to the Planning and Zoning Commission to consider the height as it looks over the single-family homes and <br />the impact to their privacy. <br />Mr. Bowley explained that this type of development is limited to the City's major thoroughfares of South US <br />Highway 17/92 and State Road 436 as supported by the Policy in the Comprehensive Plan. <br />
