Background and Introduction <br />Brown & Caldwell (CONSULTANT) entered into an AGREEMENT with the City of Casselberry (CITY) to <br />provide Continuing Professional Water and Sewer Utility Engineering Services on June 28, 2010. The <br />CITY has requested CONSULTANT to provide certain wastewater treatment plant process and biosolids <br />services as defined herein. These services will be provided as a SUPPLEMENTAL AGREEMENT. <br />The services to be provided generally consist of evaluating the existing treatment plant and developing <br />plans for upgrading and improving the plant for incorporation into the CITY's Capital Improvements <br />Program (CIP). The scope of work is defined in more detail as follows. <br />SCOPE OF WORK <br />The scope of work for this Task Order (Supplement) is described in more detail for mutual understanding <br />in the following subtasks. <br />SUBTASK 001 - Data Collection and Analysis <br />Objectives: The objective of this subtask is to collect available data on the plant form CITY staff and <br />organize it for use in a simplified process evaluation <br />Activities <br />1.1 Data Collection/ Kickoff Meeting <br />CONSULTANT will conduct a Kickoff Meeting with CITY staff to formally initiate the project. As part of this <br />meeting the data collection effort will also be initiated to include the following documents: <br />1.1.1 Current plant permits <br />1.1.2 Obtain copies of "record drawings" and equipment data <br />1.1.3 At least three years of operating data with flow, influent characteristics and effluent per- <br />formance in digital format <br />1.1.4 Latest Capacity Analysis report <br />1.1.5 Latest 0&M Performance Report <br />1.1.6 Basis for Iron Bridge/Transmission Authority contract and basis for fees charged to City <br />for wastewater transmitted to and treated at Iron Bridge <br />1.1.7 Obtain copies of biosolids proposals/options to be evaluated and methods and proposed <br />fees/charges associated with them. These proposals will likely include <br />1.1.7.1 City of Sanford, <br />1.1.7.2 City of Orlando, <br />1.1.7.3 Current land application contract and <br />1.1.7.4 Seminole County landfilling <br />1.2 Data Analysis <br />CONSULTANT will review the data collected and organize it and summarize for review. As part of this <br />subtask, CONSULTANT will also review proposed Numeric Nutrient Cr teria and Biosolids rules and <br />
