SCOPE OF SERVICES <br />CITY OF CASSELBERRY <br />WATER QUALITY MASTER PLAN AND CAPITAL <br />IMPROVEMENT PLAN UPDATE <br />July 7, 2010 <br />I. INTRODUCTION <br />DRAFT <br />The City of Casselberry Public Works Department (City) has been providing potable <br />water services to its customers for over 60 years. The City supplies its customers with <br />treated water from the Floridian Aquifer from its three water treatment facilities (WTFs) <br />through over 220 miles of distribution pipe. At 90 percent build -out, the City is dedicated <br />to maintaining its potable water supply and transmission infrastructure and optimizing its <br />potable water quality to continue the high standard of service to its customers. In order to <br />maintain the City's commitment to a high standard of service, the City will face a variety <br />of short-term (years) and long-term (decades) challenges. Specific challenges related to <br />the City's water production and distribution system include accurate assessments of <br />population growth and water demands, evaluation of available water supplies, protection <br />of water quality, the assessment of existing water production and distribution <br />infrastructure, and the development of an updated Capital Improvement Plan (CIP). The <br />City selected Reiss Engineering, Inc. (REI) to perform this Water Quality Master Plan & <br />CIP Update to assist the City in meeting these challenges. <br />The City's ongoing mission is to provide its citizens a safe and dependable supply of <br />drinking water. In accomplishing this goal, capital, operational and maintenance <br />improvements to the City's infrastructure must be both cost effective and justifiable <br />(growth, efficiency, regulatory compliance, water quality, etc.). Therefore, this Water <br />Quality Master Plan & CIP Update will address the technical issues of utility operations and <br />maintenance, future system growth, current and future water quality regulations, and the <br />Department's fiscal plans and limitations. This scope of services has been prepared to <br />address the City's technical issues and complete a Master Plan that will guide the City's <br />future potable water system for the 10 -year planning period. <br />II. SCOPE OF SERVICES <br />The Water Quality Master Plan & CIP Update deliverable will be a detailed Master Plan <br />report summarizing the various reviews, site visits, field efforts and technical evaluations <br />of the system, a hydraulic model and a capital improvements program (CIP) that includes <br />specific projects and an implementation schedule necessary for the City to expand, repair, <br />Page 1 of 14 = <br />
