CASSELBERRY CITY COMMISSION <br />Minutes of July 25, 2022 — Regular Meeting <br />Page 17 of 20 <br />business, car washes, chinches, community centers, child and adult day care <br />facilities, docks, golf courses, commercial amusement, commercial kitchens, <br />drive-through establishments, large retail establishments, micro- <br />brewery/micro-winery, parking lots, restaurants, service stations, vehicular <br />sales, vehicular part sales, veterinary medical services, television and radio <br />broadcasting, bakeries, light manufacturing, building materials, self -storage, <br />and footnotes to define permitted uses, as well as pharmacy criteria <br />o Amends Table 2-5.4 (land use & dimensions) — Increases the standards for the PMX- <br />High zoning district to allow for mid -rise mixed-use buildings within the City <br />■ Increases the density within PMX-High district from 30 units per acre to 80 <br />units per acre <br />■ Increases the intensity within the PMX-High district from 1.5 floor area ratio <br />to 2.0 floor area ratio <br />■ Consistent with amendments to the Future Land Use Element <br />o Oxford Park Overlay District (OPOD) — Adds in Mid -rise dwellings with mixed uses <br />and large retail establishments as permitted uses <br />o Removes residential density bonuses, as maximum density is proposed to be increased <br />City-wide in the PMX-High zoning district through a separate ordinance <br />o Removes many of the architectural and building design standards from the OPOD and <br />refers to criteria provided in the City's Commercial Design Standards <br />o Vehicular Services — amends Section 2-7.27 to add large retail establishments to the <br />zoning district <br />The proposed amendments are consistent with the City's Comprehensive Plan and State Growth <br />Management Act; create consistency of land uses on the tables, in the Code and their definitions; update <br />the City's regulations for land uses in keeping with existing development patterns in the City; and permit <br />land uses existing, proposed, and vests land uses. City staff is requesting that the City Commission provide <br />direction on whether to bring the proposed ordinances that capture all these amendments forward to the <br />Planning and Zoning Commission and ultimately to the City Commission for potential adoption. If so <br />directed, staff will schedule consideration of the proposed ordinances for the August 10t11 Planning and <br />Zoning Commission meeting and then to the City Commission thereafter at the appropriate regularly <br />scheduled meetings. <br />Discussion: Discussion ensued regarding the need to attract quality developers to develop within the City; <br />whether there is any potential for fast -tracking the adoption process for the proposed ordinances; <br />importance of increasing density and intensity to allow for development, but also to retain the City's green <br />spaces; potential benefit of new development to the City and its citizens; and the importance of keeping <br />any development environmentally friendly. Ms. Reischmann clarified that in the proposed ordinances <br />existing land uses are permitted and are not only grandfathered in but are not considered non -conforming, <br />so they will maintain all the protections they currently have under the existing land use. The ordinances <br />also include a provision that allows for staff to individually notify businesses that may be affected by the <br />amendments in order to make certain no one is negatively impacted. All of the Commissioners expressed <br />appreciation to Ms. Reischmann and City staff for their work on these proposed amendments which they <br />felt would take the City to the next level as far as being competitive with the surrounding cities in bringing <br />in new development to the City. Ms. Reischmann clarified for the record that the increase in density and <br />intensity possibly resulting in multi -story buildings would occur only along the U.S. Highway 17-92 and <br />State Road 436 corridors and would not extend into the neighborhoods and green spaces. <br />
