CASSLLIILRRY CITY COMMISSION <br />Minutes of May 9, 2022 — Regular Meeting <br />Pagc 9 of 15 <br />MOTION: Commissioner Aramendia moved to approve the Consent Agenda, as presented. <br />Motion was seconded by Commissioner Busch. Motion carried unanimously by <br />voice vote 4-0. <br />8. DISCUSSION ITEMS <br />A. Future Agenda Items <br />No items were presented for consideration. <br />9. RESOLUTIONS <br />A. Resolution 22-3306 — Brightwater Final Conceptual Master Plan <br />The City Clerk read Resolution 22-3306 by title, as follows: <br />"A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF CASSELBERRY, <br />FLORIDA, APPROVING THE BIRGHTWATER FINAL CONCEPTUAL MASTER PLAN; <br />PROVIDING FOR CONFLICTS, SEVERABILITY, AND EFFECTIVE DATE." <br />Staff Presentation: Public Works & Utilities Divisions Director Kelly Brock stated Resolution 22-3306 <br />provides for approval of the Brightwater Final Conceptual Master Plan. He then gave a presentation which <br />included the following components: a brief history of the property and Casselberry home; a timeline of the <br />steps taken in the master planning process to this point; a review of highlights of the proposed Final <br />Conceptual Master Plan completed by GAI Consultants which included both existing and proposed layouts <br />and elevations for the home and site, and proposed features of the site including gardens, connected <br />sidewalk network, ornamental gardens, lake overlook, playground and parking areas. Dr. Brock noted that <br />changes recommended by the City Commission had been incorporated in the final proposed plan, including <br />deletion of a kayak launch and a notation that the event hall was to be a future phase with a capacity of a <br />maximum of 200 guests. He reminded the City Commission that the estimated cost for the project is $8.3 <br />million which is most likely already outdated due to the current state of construction costs. The project cost <br />includes both design and construction and there is currently no funding available for construction; however, <br />the intent of this item is to approve the Brightwater Final Conceptual Master Plan which will provide the <br />basis for future further design and construction should funding become available. <br />Budget Impact: There is no impact on the budget. At this time, the project is not funded beyond this <br />conceptual master planning effort. <br />Recommendation: The City Manager and the Public Works & Utilities Director recommended that the <br />City Commission approve Resolution 22-3306 to approve the Brightwater Final Conceptual Master Plan. <br />Audience Participation: The following individual came forward to address Resolution 22-3306: <br />1.
