First Reading: Ordinance 12-1372 — Charter Referendum — Amendment to Article V. <br />City Manager, Section 5.01, Appointment; qualifications; Compensation <br />The City Clerk read Ordinance 12-1372 by title as follows: <br />"AN ORDINANCE OF THE CITY OF CASSELBERRY, FLORIDA SUBMITTING TO A VOTE OF <br />THE ELECTORS IN A REFERENDUM ELECTION AN AMENDMENT TO THE CITY CHARTER, <br />TO PROVIDE FOR THE AMENDMENT OF THE CITY CHARTER PROVISION THAT <br />ESTABLISHES THE APPOINTMENT, QUALIFICATIONS AND COMPENSATION OF THE CITY <br />MANAGER (SECTION 5.01 OF ARTICLE V OF THE CHARTER); PROVIDING FOR <br />CODIFICATION, SEVERABILITY, CONFLICTS AND EFFECTIVE DATE." <br />Staff Presentation: Ordinance 12-1372 provides for a proposed Charter amendment referendum regarding <br />residency requirements of the City Manager to be placed on the August 14, 2012 City Election ballot for <br />consideration by the City's electorate. City Attorney Reischmann explained that Commission consensus <br />was to propose a charter referendum to the City's electorate on the August City ballot which would modify <br />this provision to still require residency within six (6) months of their appointment date, but allow the <br />requirement to be suspended by an affirmative vote of four (4) or more Commission members. <br />Budget Impact: Sufficient fiends are budgeted in the City Commission FY 2012 budget to cover the required <br />newspaper advertisements and ballot language translation costs. <br />Recommendation: The Interim City Manager and the City Clerk recommended approval of Ordinance 12- <br />1372 on first reading. <br />Public Hearing: Mayor Glancy opened the public hearing relative to Ordinance 12-1372 to beat- and consider <br />comments and questions regarding this item. No one came forward. Mayor Glancy closed the public hearing <br />relative to Ordinance 12-1372. <br />MOTION: Commissioner Solomon moved to approve ordinance 12-1372 on first reading, <br />as presented. Motion was seconded by Commissioner Aramendia. Motion <br />carried unanimously by voice vote 5- 0. <br />11. RESOLUTIONS <br />A.
