CASSELBERRY CITY COMMISSION <br />Minutes of March 26, 2012 — Regular Meeting <br />Page 6 of 16 <br />6. Mr. Glen Weatherholtz, 36 Carriage Hill Circle, also voiced concerns about the City's code <br />enforcement process. <br />7. Ms. Lisette Montalvo, 504 Zinnia Drive, spoke in opposition of Ordinance 12-1370, stating that <br />she would also like to have the ordinance postponed for a year so the residents can better <br />understand how it will affect them. <br />8. Mr. Gil Mayo, Crystal Bowl Circle, spoke in opposition to Ordinance 12-1370 and expressed <br />concerns about the City's current code enforcement process. <br />9. Mr. Maxwell Banks, 220 S. Embrey Drive, voiced his opposition to Ordinance 12-1370. He <br />stated he felt the ordinance should be tabled for six months or a year to give the residents time <br />to learn more. <br />No one else came forward. Mayor Glancy closed the public hearing relative to Ordinance 12-1370. <br />MOTION: Commissioner Solomon moved to approve and adopt Ordinance 12-1370 on <br />second and final reading, as presented. Motion was seconded by Commissioner <br />Miller. <br />Discussion: Discussion ensued regarding the ordinance. The Commission expressed appreciation for those <br />who had come forward to speak and their understanding of the frustrations of residents when code violations <br />are not quickly resolved. They also expressed that the ordinance is consistent with what is in place in <br />surrounding communities, and the intent is to increase the safety and quality of the area. Ms. Smith briefly <br />went over the enforcement process and provided contact information for reporting violations both online and <br />by phone. She explained that complaints can be made anonymously, but when they are, it is difficult to follow <br />up with status reports. The Commission as a whole expressed support for the Ordinance. <br />Mayor Glancy called for a vote on the motion that was on the table. <br />Motion carried unanimously by voice vote 5- 0. <br />B. Public Hearin: Second Reading of Ordinance 12-1371 — Moratorium_ on Internet <br />Cafes and Similar Uses (MISC12-01) <br />The City Clerk read Ordinance 12-1371 by title as follows: <br />"AN ORDINANCE OF THE CITY OF CASSELBERRY, FLORIDA, IMPOSING A TEMPORARY <br />MORATORIUM FOR 180 DAYS ON THE ISSUANCE OF ANY BUSINESS TAX LICENSE, <br />PERMIT, CONDITIONAL USE APPROVAL, SITE PLAN APPROVAL AND ANY OTHER <br />OFFICIAL ACTION OF THE CITY OF CASSELBERRY HAVING THE EFFECT OF <br />PERMITTING OR ALLOWING THE CONSTRUCTION AND/OR OPERATION OF CERTAIN <br />BUSINESSES WITHIN THE CITY OF CASSELBERRY, RELATED TO GAME ROOMS, <br />ARCADES, INTERNET CAFES, SWEEPSTAKES REDEMPTION CENTERS AND SIMILAR <br />INDOOR ENTERTAINMENT AND AMUSEMENT ACTIVITIES AS MORE SPECIFICALLY <br />
