CASSELBERRY CITY COMMISSION
Minutes of August 27, 2012 — Regular Meeting
Page 15 of 20
E. Council of Local Governments in Seminole County (CALNO) - Vice Mayor Colleen
Hufford
Advised CALNO will be meeting in September at the Seminole County Services Building. She stated she will
not be able to attend, but that Diane Bauer will chair the meeting.
F. Seminole County Redevelopment Planning Agency Report - Commissioner Sandra
Solomon
No report.
G. Casselberry Housing Task Force Report — Commissioner Anthony Aramendia
Reported that the Task Force met last week and there was a discussion about the Neighborhood Stabilization
Program (NSP) funds. He stated that Penny Seater from the Habitat for Humanity in Seminole County and
Greater Apopka had given a presentation about the program and the types of housing options available to
people through the program.
Advised that after some discussion regarding the golf course, the Task Force had reached a consensus that they
felt the residents' concerns would better be addressed if the City handled the development of the property. He
added that Mr. Newlon would be presenting more information about the status of the golf course.
Mr. Newton made the following statement for the record:
"The Casselberry Housing Task Force was established with Resolution 12-2369 and asked to "explore housing
development initiatives" and to "prepare and present to the City Commission ... specific recommendations for
housing program(s)..." and tonight you have learned that the Task Force voted to recommend the City make
an offer to purchase the golf course in order to become the primary controlling factor in its development.
On June 11, 2012 Mr. Bob Dello Russo representing the Casselberry Golf Club, addressed the City
Commission and "advised that the golf industry has not been doing well ... and he would appreciate discussing
... options for the golf course in the event it is unable to continue operating." On June 25, 2012 I reported to
you that I had reviewed the financial statements of the Casselberry Golf Club for the last four years and
observed growing business losses.
Change is normal and predictable within a community. And planning for change is an essential service that a
city provides for its citizens. Smart planning can take adverse change and make it into a tremendous
opportunity. The recommendation by the Housing Task Force raises an opportunity to review what staff has
learned in planning for the potential closure of the Casselberry Golf Club and how the community would be
engaged to participate in a participatory, transparent transition plan.
