The following individual came forward: <br />Mike Beaudoin, 210 Laurel Park Court (unincorporated Seminole County), stated he was <br />representing the Sanctuary at Lake Ann Homeowners' Association and expressed concerns <br />about high utility rates in the Sanctuary at Lake Ann community. He added that one of the <br />Association's members had found a website that showed that the City of Casselberry's rates <br />were the highest in the area compared to other Seminole and Orange County cities and inquired <br />about the reason for that, and whether there was any kind of relief that could be offered. <br />City Manager Randy Newlon responded briefly, stating that City's rates were not the highest in the County, <br />but there is a surcharge that is passed on to customers outside the City limits as the City often experiences <br />a higher cost to serve those areas. However, the City Commission has begun a process to remove the <br />surcharge even though a surcharge is commonly used by other cities in Seminole County that provide utility <br />services. The City's surcharge has been reduced 2.5 % per year for the last five years and a new rate study <br />is being considered in the coming months and there will be discussion on the issue after the study is done. <br />He invited Mr. Beaudoin to participate in those discussions if he desired. Mr. Beaudoin indicated he would <br />be happy to do so, but also shared an example of a neighbor two doors down from him but not in the same <br />development whose monthly bills averaged $30-$50 per month while his averaged $150-$250 per month, <br />which he felt was extraordinarily high. Mr. Newlon advised that staff needed to have additional information <br />in order to provide any comment on why that might be. Mr. Beaudoin indicated he could provide the <br />information and was advised to contact the City Manager's office for an appointment to discuss the issue <br />further if he wished to do so. <br />No one else came forward. <br />14. CITY MANAGER'S REPORT <br />A. Procurement Information Report for the Period January 1 2022 through January <br />31, 2022 <br />Mr. Newlon advised that the Procurement Information Report for the month of January 2022 was contained <br />in the Commissioners' agenda packets for review. He noted that the report contained information about <br />minor contracts that were issued under delegated authority of staff during this period. <br />Reported that as of February 28' the City has lifted its requirement for employees to wear <br />masks due to Covid 19. This is due to the determination by the CDC (Centers for Disease <br />Control) that Seminole County has left the high range of transmissibility and is now considered <br />moderate, and their guidance is you no longer have to wear a mask unless there's a special need <br />or you choose to do so. <br />Expressed appreciation to all staff who worked to make the Mardi Gras Festival and Mardi <br />Paws Parade events on Saturday, February 26' such a success. <br />15.
