The motion passed unanimously by voice vote. <br />Eighth Item of Business: Winter Park Drive Complete Street and Concept Development Study Presentation. <br />A presentation reviewing the work to date on the Winter Park Drive Complete Street and Concept <br />Development Study. <br />Dr. Kelly Brock, Deputy Public Works. Director/City Engineer, said the City has been working on bicycle and <br />pedestrian improvements for several years and in 2019, the City significantly enhanced the City's Complete Streets <br />Policy. He said staff acknowledged the need to rebalance the City's transportation system to serve all modes <br />especially active transportation like walking, biking and transit. He said in 2019, the City applied for the regional <br />priority list to conduct a planning study for Winter Park Drive. He said that Winter Park Drive would play a key role in <br />the City becoming a more walkable city. The City received the funding and hired Fehr and Peers to conduct the <br />study. <br />Dr. Brock introduced Ms. Kathrin Tellez to the Planning and Zoning Commission. Ms. Tellez reviewed a <br />PowerPoint presentation (a copy is attached and made a part of the minutes). The presentation included the project <br />overview, opportunities and constraints, draft guiding principles, and alternatives development. <br />A general discussion ensued regarding the traffic count timeframe, roundabout size, vehicle size restrictions <br />on Winter Park Drive, and roundabout safety. <br />In response to the Commission's question regarding pedestrian crossings on Winter Park Drive, Ms. Tellez <br />said that the roundabouts would have a raised crosswalk at all the crossing locations within the roundabout and there <br />is a potential that the Rapid Flashing Beacons (RFB) would be installed to alert drivers to yield to pedestrians. <br />A general discussion ensued regarding increased traffic in the area due to the construction of a new <br />apartment complex, cut -through traffic, trailhead parking, and wayfinding signage. <br />In response to the Commission's question, Dr. Brock reviewed the raised crosswalk design. A general <br />discussion ensued regarding the Concord Road Street Project and street markings, funding for community access to <br />Winter Park Drive and federal funding for this area. <br />Ninth Item of Business: Public Comments. <br />There were no public comments. <br />
