Planning & Zoning Commission/ <br />Local Planning Agency Minutes <br />November 10, 2021 <br />Page 3 <br />Mr. Bowman expressed a concern that the dock is extending from personal property into community <br />property. Mr. Phillips asked for a motion to address CU 21-17. Ms. Divita made a motion that the Planning and <br />Zoning Commission approve case number CU 21-17 based upon the staff report and the testimony and evidence <br />presented, the five (5) conditions of approval, and Attachments A — D. Ms. Saporito seconded the motion. The <br />motion passed unanimously by voice vote. <br />Sixth Item of Business: CU 21-20: Protective Services at 115 Wilshire Boulevard. A conditional use request <br />for protective services for the new Casselberry Police Department Headquarters located at 115 Wilshire Blvd. <br />within the PS (Public Service) zoning district. <br />Mr. Chris Bowley, Community Development Director, reviewed the information provided in his memorandum <br />dated November 10, 2021 to the City of Casselberry Planning and Zoning Commission. He explained that the City <br />Code requires that the Public Services Zoning District obtain conditional use approval for public services. Mr. Bowley <br />requested the Planning and Zoning Commission approve the conditional use. <br />Mr. Phillips asked if there was anyone in the audience who wished to speak in favor of, or in opposition to, <br />the request. No one came forward. <br />Mr. Phillips asked for a motion to address CU 21-20. Mr. Bowman made a motion that the Planning and <br />Zoning Commission approve case number CU 21-20, based on the staff report and the testimony and evidence <br />presented, that the request meets the applicable provisions of the Unified Land Development Regulations and is <br />consistent with the Comprehensive Plan as per the written findings in the staff report, the condition of approval, and <br />Attachment A. Ms. Divita seconded the motion. The motion passed unanimously by voice vote. <br />Seventh Item of Business: SPR 21-16: Casselberry Police Department Headquarters at 115 Wilshire Blvd. A <br />major site plan request to develop a ±25,400 sq. ft. Police Department Headquarters building, as well as <br />associated hardscape, landscaping, stormwater retention, and site lighting. <br />Mr. Chris Bowley, Community Development Director, reviewed the information provided in his memorandum <br />dated November 10, 2021 to the City of Casselberry Planning and Zoning Commission. A general discussion <br />ensued regarding the size of the building, the structural issues with the current Police Station, the option to use <br />underground storage for retention so that a larger building could be constructed, the retention area design for the <br />Seminole County Fire Station, and the maximum height allowed for the building. <br />
