Planning & Zoning Commission/ Local Planning Agency Minutes October 13, 2021 Page 3 In response to the Commission's question, Ms. Hyson explained that the City has always valued property rights and there is nothing in the City Code that violates property rights. She stated by adding this element to the Comprehensive Plan it further reassures that private property rights will be taken into consideration with any future changes to the Comprehensive Plan, ordinances, and development. Mr. Phillips asked if there was anyone in the audience who wished to speak in favor of, or in opposition to, the request. No one came forward. Mr. Phillips asked for a motion to address LPA 21-01. Mr. Hale made a motion that the Planning and Zoning Commission provide a favorable recommendation to the City Commission for LPA 21-01 to add Section 11 Property Rights Element into the City's Comprehensive Plan based on the findings of fact and conclusions of the staff report dated October 13, 2021 and Attachment A. Ms. Divita seconded the motion. The motion passed unanimously by voice vote. Seventh Item of Business: Public Comments. There were no public comments. Eighth Item of Business: Other Business. Ms. Hyson stated that Ms. Campbell submitted her resignation from the Planning and Zoning Commission, Ms. Hyson stated that this is Mr. Jordan-Madden's last meeting as he will be leaving the City to take a position with a private consulting firm. She stated that the Neighborhood Improvement Grant Program opened this week and applications are being accepted. Ms. Hyson asked the Planning and Zoning Commission to share the information with their neighbors and the community. Ninth Item of Business: Adjournment.
