City Casselberry-ACi Supplemental Agreement #3 -City Center -Concord Village Development Agreement <br />01-09-13 <br />3.0 Parking Study <br />ACi will conduct a parking study to "test" the validity of parking concepts for both public and private <br />uses. The objective shall be to demonstrate that the proposed amount of parking shall be sufficient for <br />new proposed uses as well as existing uses at the site.* <br />Tasks will include the following: <br />1. Description of existing conditions including square footages, employees and parking spaces for <br />City government activities including general government, police, fire and public works. <br />2. Summary of the proposed development & building program by building type and phase <br />including conceptual site plans <br />3. Parking Supply Analysis: The proposed parking supply for the development program will be <br />analyzed by building type and phases. <br />4. Comparison against existing City code requirements: ACi will analyze the proposed parking <br />supply against currently adopted city code parking requirements. <br />5. Using the industry standard for shared parking (ULI's Shared Parking — Second Edition, 2005) ACi <br />will look for opportunities for shared parking potential and probability based on: <br />a. Shared parking is defined as the use of a parking space to serve two or more individual <br />land uses without conflict or encroachment <br />b. Analysis of peek parking demand <br />c. Application of ULI's Shared Parking Methodology to produce peak period parking <br />demand estimates. <br />d. Comparison of peak period parking demand estimated to proposed supply <br />6. Based on the analysis any design modification can be made to the conceptual plan <br />7. Provision of City code language to provide for shared parking for mixed-use projects. <br />*Existing uses shall include government activities and a normal/daily level of Lake Concord Park and Art <br />House activity. For major park events, ACi will look for opportunities to use parking facilities at Home <br />Depot, Target and the Community United Methodist Church. <br />4.0 Development Design Criteria (public & private sites/buildings) <br />In order to create a sense of place, unified planning, architecture & site that is expected by the City, in <br />concert with the Developer, ACi shall prepare "design criteria" for the proposed development described in <br />the development agreement. Areas of focus for the site and building shall include standards, design pattern <br />language imagery and drawings, and guiding principles for architectural style and materials. <br />5.0 Project Management & Coordination Meetings with Developers <br />ACi shall assist City in continuing its role to manage/coordinate the negotiation and implementation <br />process with Developers and work closely with its administration, staff, attorney and commission. ACi shall <br />attend a prescribed number of meetings in accordance with a mutually agreed to schedule. ACi shall <br />generally document communications with all parties during the process. <br />6.0 Support Data/Presentations to City -CRA <br />It is understood that the proposed development is located within the City -CRA District and is a key <br />foundational element to economic income to the City and County CRA. As certain levels of collaboration <br />and approvals will be required by the City -CRA, ACi will assist the City in communicating its process and <br />economic aspects of the proposed Project to the City -CRA. As the CRA is up for renewal shortly by Seminole <br />County, ACi shall assist City Staff and Commission in connection with the City-CRA's communications with <br />Seminole County Administration and Commission. <br />
