CASSELBERRY CITY COMMISSION Minutes of October 25, 2021 — Regular Meeting Page 6 of 15 on a determination by the City Attorney that the fees should be adopted by ordinance, and due to the inclusion of the proposed building permit fees, addressing fees and other substantive changes since the September 27"' first reading, Ordinance 21-1561 is being presented again for consideration and approval on first reading. Mr. Bowley then gave an overview of the proposed updated fee structure for the City Commission's consideration. Discussion: A brief discussion ensued which included research fees and a/c (air-conditioning) replacement fees. Commissioner Meadows requested that clarification of where a/c replacement fees fell within the fee table be clarified at the second reading of the ordinance. Budget Impact: There is no impact to the City Budget. Recommendation: The City Manager and the Finance Director recommended approval of Ordinance 21- 1560, amending City of Casselberry Unified Land Development Regulations, Chapter I, General Administration, Section 1-4.3(D), Schedule of building permit fees, on first reading. Audience Participation: No one came forward to address Ordinance 21-1560 MOTION: Vice Mayor Busch moved to approve Ordinance 21-1560 on first reading, as presented. Motion was seconded by Commissioner Aramendia. Motion carried unanimously by voice vote 5-0. 11. PUBLIC HEARING A. Second Reading of Ordinance 21-1559 — Amending City Code of Ordinances Chapter 62, Pensions and Retirement Article 1 Police Officers' and Firefighters' Pension Plan The City Clerk read Ordinance 21-1559 by title, as follows: "AN ORDINANCE OF THE CITY OF CASSELBERRY, FLORIDA, AMENDING CHAPTER 62, PENSIONS AND RETIREMENT, ARTICLE 1, POLICE OFFICERS' AND FIREFIGHTERS' PENSION PLAN OF THE CODE OF ORDINANCES OF THE CITY OF CASSELBERRY; AMENDING SECTION 62-2006, BENEFIT AMOUNTS AND ELIGIBILITY; AMENDING SECTION 62-2010, OPTIONAL FORMS OF BENEFITS; AMENDING SECTION 62-2016, MINIMUM DISTRIBUTION OF BENEFITS; PROVIDING FOR CODIFICATION; PROVIDING FOR SEVERABILITY OF PROVISIONS; REPEALING ALL ORDINANCES IN CONFLICT HEREWITH AND PROVIDING AN EFFECTIVE DATE." Notice of Public Hearing: The Notice of Public Hearing relative to second reading of Ordinance 21-1559 was advertised in the Orlando Sentinel on Friday, October 15, 2021. Staff Presentation: City Manager Randy Newlon stated that Ordinance 21-1559 amends Chapter 62, Pensions and Retirement, Article 1, Police Officers' and Firefighters' Pension Plan.
