CASSELBERRY CITY COMMISSION <br />Minutes of October 25, 2021 — Regular Meeting <br />Page 6 of 15 <br />on a determination by the City Attorney that the fees should be adopted by ordinance, and due to the <br />inclusion of the proposed building permit fees, addressing fees and other substantive changes since the <br />September 27"' first reading, Ordinance 21-1561 is being presented again for consideration and approval <br />on first reading. Mr. Bowley then gave an overview of the proposed updated fee structure for the City <br />Commission's consideration. <br />Discussion: A brief discussion ensued which included research fees and a/c (air-conditioning) replacement <br />fees. Commissioner Meadows requested that clarification of where a/c replacement fees fell within the fee <br />table be clarified at the second reading of the ordinance. <br />Budget Impact: There is no impact to the City Budget. <br />Recommendation: The City Manager and the Finance Director recommended approval of Ordinance 21- <br />1560, amending City of Casselberry Unified Land Development Regulations, Chapter I, General <br />Administration, Section 1-4.3(D), Schedule of building permit fees, on first reading. <br />Audience Participation: No one came forward to address Ordinance 21-1560 <br />MOTION: Vice Mayor Busch moved to approve Ordinance 21-1560 on first reading, as <br />presented. Motion was seconded by Commissioner Aramendia. Motion <br />carried unanimously by voice vote 5-0. <br />11. PUBLIC HEARING <br />A. Second Reading of Ordinance 21-1559 — Amending City Code of Ordinances <br />Chapter 62, Pensions and Retirement Article 1 Police Officers' and Firefighters' <br />Pension Plan <br />The City Clerk read Ordinance 21-1559 by title, as follows: <br />"AN ORDINANCE OF THE CITY OF CASSELBERRY, FLORIDA, AMENDING CHAPTER 62, <br />PENSIONS AND RETIREMENT, ARTICLE 1, POLICE OFFICERS' AND FIREFIGHTERS' <br />PENSION PLAN OF THE CODE OF ORDINANCES OF THE CITY OF CASSELBERRY; <br />AMENDING SECTION 62-2006, BENEFIT AMOUNTS AND ELIGIBILITY; AMENDING <br />SECTION 62-2010, OPTIONAL FORMS OF BENEFITS; AMENDING SECTION 62-2016, <br />MINIMUM DISTRIBUTION OF BENEFITS; PROVIDING FOR CODIFICATION; PROVIDING <br />FOR SEVERABILITY OF PROVISIONS; REPEALING ALL ORDINANCES IN CONFLICT <br />HEREWITH AND PROVIDING AN EFFECTIVE DATE." <br />Notice of Public Hearing: The Notice of Public Hearing relative to second reading of Ordinance 21-1559 <br />was advertised in the Orlando Sentinel on Friday, October 15, 2021. <br />Staff Presentation: City Manager Randy Newlon stated that Ordinance 21-1559 amends Chapter 62, <br />Pensions and Retirement, Article 1, Police Officers' and Firefighters' Pension Plan.
