RESOLUTION 21-3282 <br />A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF <br />CASSELBERRY, FLORIDA, RELATING TO MODIFICATION OF THE <br />COMMUNITY REDEVELOPMENT PLAN OF THE CASSELBERRY <br />COMMUNITY REDEVELOPMENT AGENCY TO REMOVE A PARCEL <br />WITH PROPERTY IDENTIFICATION NUMBER 08-21-30-510-EA00-0210, <br />LOCATED AT 3352 AND 3340 SOUTH U.S. HIGHWAY 17/92, FROM THE <br />COMMUNITY REDEVELOPMENT PLAN; CONSISTENT WITH <br />SECTIONS 163.361 AND 163.346, FLORIDA STATUTES; PROVIDING <br />FOR RECITALS, AMENDMENT TO THE COMMUNITY <br />REDEVELOPMENT PLAN, CONFLICTS, SEVERABILITY, AND AN <br />EFFECTIVE DATE. <br />WHEREAS, the City Commission of the City of Casselberry, Florida, ("City") adopted <br />Resolution 95-889, establishing a Community Redevelopment Area ("CRA Area"), and adopted <br />Resolution 16-2922 that extended the effective date of the CRA through December 11, 2025, <br />consistent with Section (s.) 163.362, Florida Statutes ("F.S."); and <br />WHEREAS, the City adopted Ordinance 95-851, establishing a Casselberry Community <br />Redevelopment Agency ("CRA") to create a Community Redevelopment Plan, within the CRA <br />Area, identifying those parcel identification numbers within a boundary that are subject to a tax <br />increment financing district; and <br />WHEREAS, the Seminole County Board of County Commissioners ("County") adopted <br />Resolution 95-R-255 delegating to the City the right and authorization to exercise those powers <br />as provided in Chapter 163, Part III, F.S., to create, establish, and manage a CRA; and <br />WHEREAS, an intent of the CRA is to stimulate redevelopment and allow for land <br />subdivision/assemblage to change lot lines to physically accommodate site development. Land <br />subdivision/assemblage includes platting, replatting, lot splits, or lot combinations, as allowable <br />per Chapter 177, F.S.; and <br />WHEREAS, the City has received a request to combine two (2) parcels into one (1) tract, <br />with one parcel being included within and one parcel outside of the Community Redevelopment <br />Plan that precludes lot combination. The lot located at 3352 and 3340 South U.S. Highway 17/92, <br />with a property identification number 08-21-30-510-EA00-0210 ("Property"), needs to be <br />removed from the Community Redevelopment Plan to allow for lot combination with the <br />adjacent parcel located at 245 Lake Ellen Drive having a property identification number of 08- <br />21-30-510-EA00-0200 into one unified taxable tract; and <br />
