9. FIRST READING OF ORDINANCES - None 10. PUBLIC HEARINGS The purpose of a Public Hearing is to receive input regarding the item being considered. Public Hearings are not intended to be a time for the public to obtain information about the subject matter of the hearing. Public Hearing: Second Reading of Ordinance 21-1562 - Issuance of Capital Improvement Revenue Bond, Series 2021 Adoption of Ordinance 21-1562 authorizing the Issuance of the City of Casselberry, Florida, Capital Improvement Revenue Bond, Series 2021, in order to finance the construction and equipping of a new Casselberry Police Station in the principal amount not -to -exceed $10,000,000 is requested. B. Public Hearing: Resolution 21-3282 - Modification of the City of Casselberry Community Redevelopment Plan for Property Located at 3352 and 3340 South U.S. Highway 17/92 Approval of Resolution 21-3282 to Modify the City of Casselberry Community Redevelopment Plan to Remove Property Located at 3352 and 3340 South U.S. Highway 17/92 is requested. 11. RESOLUTIONS A. Resolution 21-3283 - Issuance of City of Casselberry, Florida Capital Improvement Revenue Bond, Series 2021 for the principal purpose of financing the design, acquisition, construction and equipping of a new Police Station Complex and Related Budget Amendment #22-016 Approval of Resolution 21-3283 authorizing a bond issuance identified as "City of Casselberry, Florida, Capital Improvement Revenue Bond, Series 2021 " for the principal purpose of financing the design, acquisition, construction and equipping of a New Police Station Complex in the principal of $10,000,000 and related Budget Amendment #22- 016 recognizing the costs of issuance is requested. B. Resolution 21-3284 - Interlocal Agreement with Seminole County for Deer Run MSBU Approval of Resolution 21-3284 to enter into an Interlocal Agreement with Seminole County for the Deer Run MSBU is requested. 12. OTHER ITEMS A. Presentation and Discussion of Planning Context Summary for the Winter Park Drive Complete Street and Concept Development Study The City's consultant, Fehr and Peers, will provide a presentation on and facilitate discussion of work completed to date for the Winter Park Drive Complete Street and Concept Development Study. B. City Manager Performance Evaluation Summary A summary of the City Manager's performance evaluations for Fiscal Year 2021 is provided for the City Commission's information and review. C. Annual Selection of Vice Mayor 13. CITIZENS' COMMENTS Persons who wish to make comment or make inquiry on any matter NOT ON THIS AGENDA may do so at this time. Please raise your hand and when recognized by the Mayor, come forward to the microphone, give your name and address and speak briefly on the matter. All comments must be directed to the Mayor or City Commission as a whole, not an individual City Commissioner, a City staff member or another member of the audience.
