Planning & Zoning Commission/ <br />Local Planning Agency Minutes <br />December 16, 2020 <br />Page 3 <br />Mr. Phillips asked the applicant to come forward. Mr. Regan O'Laughlin, Kimley-Horn, 189 South Orange <br />Avenue, Suite 1000, Orlando, Florida and Mr. David Morse, B & D Casselberry, LLC, 2221 Lee Road, Suite 11, <br />Winter Park, Florida came forward. A lengthy discussion ensued regarding the impact of traffic to the area, proposed <br />access to the site and traffic circulation. <br />In response to the Commission's question, Mr. Morse said they are contemplating a cross -access <br />agreement with shared parking and shared access within the development. In response to the Commission's <br />question, Mr. Morse said that all three (3) businesses would not be constructed at the same time. Mr. Morse stated <br />that there is a tenant for Building A and at this time the other two (2) buildings are conceptual. <br />A brief discussion ensued regarding identifying holding areas for drive through customers waiting for their <br />order. <br />Mr. Phillips asked if there was anyone in the audience who wished to speak in favor of, or in opposition to, <br />the request. No one came forward. <br />In response to the Commission's question regarding the motion, Ms. Borkert stated that one motion would <br />be sufficient listing the three (3) buildings in the motion. <br />Mr. Phillips asked for a motion to address CU 20-13. Mr. Hale made a motion that the Planning and Zoning <br />Commission approve case number CU 20-13 for three (3) drive throughs located at 1391 State Road 436 for Building <br />A, Building B, and Building C. The motion is based on the findings of fact and conclusions of the staff report dated <br />December 16, 2020 including the eight (8) conditions of approval and Attachments A and B. Mr. Bowman seconded <br />the motion. The motion passed unanimously by voice vote. <br />Sixth Item of Business: SPR 20-11: Aviation Institute Parking Lot. A minor site plan request to construct a <br />parking lot at 2995 S. U.S. Highway 17/92. <br />Ms. Christina Hyson, Planner II, reviewed the information provided in staffs memorandum dated December <br />16, 2020 to the City of Casselberry Planning and Zoning Commission. Ms. Hyson said staff recommends that case <br />number SPR 20-11 be approved with staffs conditions, based on the staff report and the testimony and evidence <br />presented, that the request meets the applicable provisions of the Unified Land Development Regulations and is <br />consistent with the Comprehensive Plan as per the written findings contained within the staff report.
