Planning & Zoning Commission/ <br />Local Planning Agency Minutes <br />August 11, 2021 <br />Page 3 <br />Mr. Hale asked the applicant to come forward. Mr. Tom Daly, Daly Design Group, 913 North Pennsylvania <br />Avenue, Winter Park, Florida came forward. Mr. Daly reviewed the parking calculations for the development. He <br />said it is a gated community with private streets. He said the Homeowners' Association would enforce any parking <br />issues. <br />In response to the Commission's question, Mr. Daly stated that the Homeowners' Association would be <br />responsible for the maintenance of the roads and lighting. <br />In response to the Commission's question, Mr. Daly reviewed the placement of the perimeter landscaping <br />and the sidewalk connectivity. <br />A general discussion ensued regarding the amenities for the development. The Commission expressed a <br />concern with the lack of park area for the children. <br />Mr. Hale asked if there was anyone in the audience who wished to speak in favor of, or in opposition to, the <br />request. No one came forward. <br />A general discussion ensued regarding the crowded design of the development, parking, the design of the <br />retention pond, and the lack of park amenities for children. Ms. Neysa Borkert explained that the Code does not <br />require a certain number of amenities for development. <br />Mr. Hale asked for a motion to address SPR 21-07. Mr. Bowman made a motion that the Planning and <br />Zoning Commission recommend approval of case number SPR 21-07 to the City Commission, based on the staff <br />report and the testimony and evidence presented, that the request meets the applicable provisions of the Unified <br />Land Development Regulations and is consistent with the Comprehensive Plan as per the written findings in the staff <br />report, the six (6) conditions of approval and Attachments A — E. Ms. Divita seconded the motion. The motion <br />passed with a majority vote with Mr. Bakalla casting a dissenting vote. <br />Sixth Item of Business: SPR 21.13: Municipal Way Parkinq Lot. A minor site plan request to construct an <br />ancillary parking lot, including improvements to landscaping and site lighting, on two parcels generally <br />located at the northeast corner of the intersection of S. U.S. Highway 17.92 and Triplet Lake Drive. <br />Mr. Jonathan Tardif, Planner I, reviewed the information provided in his memorandum dated August 11, <br />2021 to the City of Casselberry Planning and Zoning Commission. Mr. Tardif said staff recommends that case <br />number SPR 21-13 be approved with staffs conditions, based on the staff report and the testimony and evidence <br />presented, that the request meets the applicable provisions of the Unified Land Development Regulations and is <br />
