Planning & Zoning Commission/ <br />Local Planning Agency Minutes <br />August 11, 2021 <br />Page 2 <br />Fifth Item of Business: SPR 21-07: Grayson Square at 3110 Howell Branch Road Suite 100. A development of <br />community impact site plan request for a 138 -unit townhome development, as well as associated hardscape, <br />landscaping, and stormwater retention. <br />Mr. Jonathan Tardif, Planner I, reviewed the information provided in his memorandum dated August 11, 2021 <br />to the City of Casselberry Planning and Zoning Commission. Mr. Tardif said staff recommends that the Planning and <br />Zoning Commission recommend approval of case number SPR 21-07 to the City Commission, based on the staff <br />report and the testimony and evidence presented, that the request meets the applicable provisions of the Unified <br />Land Development Regulations and is consistent with the Comprehensive Plan as per the written findings in the staff <br />report. He said the conditions of approval are as follows: <br />1. The site plan approval shall be valid for one (1) year. An extension request may be submitted prior to <br />the expiration of this approval. <br />2. A tree bank payment of $162,750.00 must be submitted prior to the issuance of the first Certificate of <br />Occupancy. This amount is based upon the size and number of trees provided on the July 19, 2021 <br />plans. If upon final inspection the size and/or number of trees does not reflect the plan, then the tree <br />bank payment will be modified accordingly. <br />3. On-site lighting shall not be installed without review and approval of a proposed photometric plan by the <br />City. <br />4. The applicant must provide to the City copies of the approvals from Seminole County for stormwater <br />and right-of-way improvements prior to receiving approval of a City engineering permit. <br />5. Provide copies of all local, regional, state, and federal permits for the project to the City prior to <br />commencement of development. <br />6. All of the above conditions shall be fully and faithfully executed, or the site plan shall become null and <br />void. <br />In response to the Commission's question, Mr. Tardif reviewed the parking requirements for the <br />development. <br />A general discussion ensued regarding the type of materials used for the perimeter walls, buffering, <br />pedestrian connectivity, and location of the air conditioning units. <br />In response to the Commission's question, Mr. Tardif explained that any changes made to the impervious <br />surface would require a site plan modification. He said the level of review for the site plan modification would depend <br />on the change to the impervious surface calculation. <br />In response to the Commission's question, Mr. Tardif said he was not aware of any recent parking studies <br />conducted by the City or any other local municipalities. A general discussion ensued regarding the parking <br />calculations for the development and on -street parking. <br />
