Planning & Zoning Commission/ Local Planning Agency Minutes July 14, 2021 Page 2 Fifth Item of Business: SP 20-04: Icon Commons — Final Plat. A request to replat and combine two (2) parcels along State Road 436 into one (1) property to accommodate a proposed multistory, mixed -used development. Mr. Dean Fathelbab, Healthy Community Manager, reviewed the information provided in his memorandum dated July 14, 2021 to the City of Casselberry Planning and Zoning Commission. Mr. Fathelbab stated staff recommends that the Planning and Zoning Commission recommend approval with staffs conditions of case number SP 20-04, Icon Commons, final plat, to the City Commission and find that based on the staff report and the testimony and evidence presented, the request meets the applicable provisions of the Unified Land Development Code and is consistent with the Comprehensive Plan as per the written findings contained in the staff report. He said the condition of approval is as follows: The City Surveyor, City Engineer, Community Development Director, City Clerk, and City Mayor shall execute the signature block prior to recording of the plat. Mr. Fathelbab stated the applicant was not present. Ms. Borkert explained that the plat process is considered a ministerial task. Mr. Phillips asked if there was anyone in the audience who wished to speak in favor of, or in opposition to, the request. No one came forward. Mr. Phillips asked for a motion to address SP 20-04. Mr. Hale made a motion that the Planning and Zoning Commission provide a recommendation of approval to the City Commission for case number SP 20-04, Icon Commons, based on the findings of fact and conclusions of the staff report dated July 14, 2021, one (1) condition of approval, and Attachments A and B. Ms. Campbell seconded the motion. The motion passed unanimously by voice vote. Sixth Item of Business: SP 21.01: Casselberry Center — Final Plat.
