Planning & Zoning Commission/ <br />Local Planning Agency Minutes <br />July 14, 2021 <br />Page 2 <br />Fifth Item of Business: SP 20-04: Icon Commons — Final Plat. A request to replat and combine two (2) parcels <br />along State Road 436 into one (1) property to accommodate a proposed multistory, mixed -used <br />development. <br />Mr. Dean Fathelbab, Healthy Community Manager, reviewed the information provided in his memorandum <br />dated July 14, 2021 to the City of Casselberry Planning and Zoning Commission. Mr. Fathelbab stated staff <br />recommends that the Planning and Zoning Commission recommend approval with staffs conditions of case number <br />SP 20-04, Icon Commons, final plat, to the City Commission and find that based on the staff report and the testimony <br />and evidence presented, the request meets the applicable provisions of the Unified Land Development Code and is <br />consistent with the Comprehensive Plan as per the written findings contained in the staff report. He said the <br />condition of approval is as follows: <br />The City Surveyor, City Engineer, Community Development Director, City Clerk, and City Mayor shall <br />execute the signature block prior to recording of the plat. <br />Mr. Fathelbab stated the applicant was not present. Ms. Borkert explained that the plat process is <br />considered a ministerial task. <br />Mr. Phillips asked if there was anyone in the audience who wished to speak in favor of, or in opposition to, <br />the request. No one came forward. <br />Mr. Phillips asked for a motion to address SP 20-04. Mr. Hale made a motion that the Planning and Zoning <br />Commission provide a recommendation of approval to the City Commission for case number SP 20-04, Icon <br />Commons, based on the findings of fact and conclusions of the staff report dated July 14, 2021, one (1) condition of <br />approval, and Attachments A and B. Ms. Campbell seconded the motion. The motion passed unanimously by voice <br />vote. <br />Sixth Item of Business: SP 21.01: Casselberry Center — Final Plat.
