No one came forward. <br />Mr. Phillips asked for a motion to address ZB 20-05. Ms. Divita made a motion that the Planning and <br />Zoning Commission recommend approval of case number ZB 20-05 to the City Commission, based on the staff <br />report and the testimony and evidence presented on February 10, 2021, the verbal edit provided in staffs <br />presentation, and Attachment A and B. Ms. Moore seconded the motion. The motion passed unanimously by voice <br />vote. <br />Tenth Item of Business: Orientation Presentation from the City Attorney. Government in the Sunshine <br />Overview. <br />Ms. Neysa Borkert, Assistant City Attorney, reviewed a PowerPoint presentation on Government in the <br />Sunshine. Ms. Borkert provided an overview of Government in Sunshine Law and the ethical requirements of the <br />Planning and Zoning Commission. The presentation included: <br />1. Open Meetings Law <br />2. Communication between board members <br />3. Voting conflicts <br />4. Public participation at meetings <br />5. Sanctions for violation of Sunshine Law <br />6. Public Records Requests/Penalties for failure to comply <br />7. Code of Ethics — Florida Statute Chapter 112 <br />Eleventh Item of Business: Orientation Presentation from the Community Development Director. The City's <br />Local Planning Agency on Land Use Matters. <br />Mr. Chris Bowley, Community Development Director, reviewed a PowerPoint presentation on the City's <br />Local Planning Agency's role in land use matters. The presentation included: <br />1. Florida Growth Management History <br />2. State and Regional Land Use Agencies <br />3. Comprehensive Plan <br />4. Unified Land Development Regulations (ULDR) <br />Mr. Phillips requested that the Planning and Zoning Commission packets be provided 7 days before the <br />meeting. A general discussion ensued regarding development and the impact to traffic. <br />Twelfth Item of Business: Public Comments. <br />There were no public comments. <br />
