In response to questions from the Commission, Mr. Bowley confirmed that the <br />City would be operating under the old fee structure until the new one was adopted. City Clerk Donna <br />Gardner confirmed that the process would be seamless from the old fee structure to the new. <br />Budget Impact: There is no impact to the City Budget. <br />Recommendation: The City Manager and the Community Development Director recommended approval <br />of Ordinance 21-1560, amending Chapter 1, General Administration, Section 1-4.3(D), Schedule of <br />building permit fees, on first reading. <br />Audience Participation: No one came forward to address Ordinance 21-1560. <br />MOTION: Vice Mayor Busch moved to approve Ordinance 21-1560 on first reading, as <br />presented. Motion was seconded by Commissioner Aramendia. Motion <br />carried unanimously by voice vote 5-0. <br />11. PUBLIC HEARINGS <br />A. Resolution 21-3272 — Adoption of Fiscal Year 2021-2022 Final MillaP_ e Rate and <br />Voted Debt Millar <br />The City Clerk read Resolution 21-3272 by title, as follows: <br />"A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF CASSELBERRY, <br />FLORIDA, ADOPTING THE FINAL MILLAGE RATE AND THE VOTED DEBT MILLAGE <br />RATE FOR THE CITY OF CASSELBERRY FOR THE FISCAL YEAR COMMENCING <br />OCTOBER 1, 2021 AND ENDING SEPTEMBER 30,2022; ANNOUNCING THE ROLLED -BACK <br />MILLAGE RATE, THE PERCENTAGE BY WHICH THE MILLAGE EXCEEDS THE ROLLED - <br />BACK RATE AND THE FINAL MILLAGE RATE TO BE LEVIED; PROVIDING FOR <br />CONFLICTS, SEVERABILITY AND PROVIDING FOR AN EFFECTIVE DATE." <br />Notice of Public Hearing: The Notice of Public Hearing relative to Resolution 21-3272 adopting the final <br />millage rate for Fiscal Year 2021-2022 was advertised in the Orlando Sentinel on Thursday, September 23, <br />2021 in accordance with Truth in Millage (TRIM) legislation requirements and the rules of the Florida <br />Department of Revenue. <br />Staff Presentation: City Manager Randy Newlon stated that Resolution 21-3272 provides for adoption of <br />the tentative lnillage rate of 2.9990 mills as the final millage rate for Fiscal Year 2021-2022 and adoption <br />of the tentative voted debt millage rate of 0.2251 mills as the final voted debt millage rate for Fiscal Year <br />2021-2022. The City Commission held a public hearing on September 13, 2021 and approved a tentative <br />millage rate of 2.9990 mills, which if approved as the final inillage rate, would result in $5,301,157 at 97% <br />of the total tax levy) in ad valorem tax revenue to the General Fund for Fiscal Year 2021-2022, and also <br />approved a tentative voted debt millage rate of 0.2251 which if approved as the final voted debt millage <br />rate, would result in $397,897 (at 97% of the total tax levy) to the Parks Master Plan Fund for Fiscal Year <br />
