CASSGLBERRY CITY COMMISSION <br />Minutes of September 27, 2021 — Regular Meeting <br />Page 8 of 18 <br />has issued an Actuarial Impact Statement indicating that none of the proposed changes will have any <br />actuarial impact, meaning those changes will not cost the Plan more money if implemented. <br />Budget Impact: There is no impact to the City Budget. <br />Recommendation: The City Manager and the Finance Director recommended approval of Ordinance 21- <br />1559. <br />Audience Participation: No one came forward to address Ordinance 21-1559. <br />MOTION: Commissioner Aramendia moved to approve Ordinance 21-1559 on first <br />reading, as presented. Motion was seconded by Vice Mayor Busch. Motion <br />carried unanimously by voice vote 5-0. <br />B. Ordinance 21-1560 — Amending Chapter 1, General Administration Section 1- <br />4.3(D), Schedule of Building Permit Fees, for Replacement by Resolution <br />The City Clerk read Ordinance 21-1560 by title, as follows: <br />"AN ORDINANCE OF THE CITY OF CASSELBERRY, FLORIDA, RELATING TO BUILDING <br />PERMIT FEES, AMENDING THE CODE OF ORDINANCES, PART III, UNIFIED LAND <br />DEVELOPMENT REGULATIONS, CHAPTER I, GENERAL ADMINISTRATION, ARTICLE IV, <br />BUILDING CODE, SECTION 1-4.3, BUILDING PERMITS, SECTION 1-4.3(D), SCHEDULE OF <br />BUILDING PERMIT FEES; PROVIDING FOR CODIFICATION, CONFLICTS, <br />SEVERABILITY, AND AN EFFECTIVE DATE." <br />Staff Presentation: Community Development Director Chris Bowley stated that approval on first reading <br />of Ordinance 21-1560 which amends Chapter 1, General Administration, Section 1-4.3(D), Schedule of <br />building permit fees is requested. The City of Casselberry is subject to Florida Statutes Section 553.80 in <br />the administration of the Florida Building Code and an important part of that administration is the <br />assessment and accounting of the Building Division's operational fees to better manage the program. This <br />includes activities such as permitting costs, application fees, inspection, reinspection, and permit issuance <br />by activity type. The current fees were adopted by ordinance and are located within Section 1-4.3(D), <br />Schedule of building permit fees, in the Unified Land Development Regulations (ULDR's) and these fees <br />have not been reviewed and assessed in some time. Therefore, Ordinance 21-1560 is being presented for <br />consideration by the City Commission to address those fees and also to clarify and update some language <br />contained in the current ordinance and remove outdated language such as references to the Southern <br />Building Code Congress International, which is a document that is no longer used. The review of the fee <br />structure per permit type was done by staff, the City's Building Official and a consultant who provided <br />comparisons of the City's fees with other jurisdictions and made recommendations for updated fees. Mr. <br />Bowley advised that the second reading of the ordinance would be brought back for consideration by the <br />City Commission and subsequently, a resolution would be drafted which would include the proposed new <br />fee structure. <br />Discussion: Discussion ensued regarding the process for updating the permit fee structure, including when <br />second reading of the ordinance and the resolution would be brought before the Commission for adoption <br />
