CASSELBERRY CITY COMMISSION <br />Minutes of January 27, 2014 — Regular Meeting <br />Page 9 of 12 <br />MOTION: Commissioner Aramendia moved to ratify the appointment of Anthony Van <br />Ore as the fifth member of the Police Officers' and Firefighters' Pension <br />Board, for a term effective to December 31, 2016. Motion was seconded by <br />Vice Mayor Hufford. Motion carried unanimously by voice vote 5-0. <br />Ms. Gardner stated for the record that previous action by the Commission under the Consent Agenda had <br />sunsetted the Code Enforcement Board so no appointments would be presented for that board. She added <br />that staff was actively trying to recruit members to serve on the Lakes Management Advisory Board. She <br />advised that this board had a floating membership from 5-10 members and currently there was no one <br />appointed to the board. <br />13. CITIZENS' COMMENTS <br />Mayor Glancy announced persons that wished to make comment or make inquiry on any matter not on the <br />agenda, may request to be recognized during Citizens' Comments. Mayor Glancy announced the rules of <br />decorum. <br />1. Mr. James Fraleigh, 23 Teresa Court, voiced concerns about several issues, including back <br />pay for city employees; what he believed to be the detrimental effects of development and <br />the flyovers; water quality in the City; his perception that biased based policing was being <br />conducted by the Police Department; and his feeling that capital improvements are not <br />being planned in the areas that need them most. <br />2. Mr. John Casselberry, 700 South Lost Lake Lane, expressed concerns about the <br />Commission's policy of not responding to questions from citizens during Commission <br />meetings and about how the escrow accounts would be handled relating to the sale of the <br />City Center properties. <br />No one else came forward. <br />14. CITY MANAGER'S REPORT <br />• Requested that Public Works Director Mark Gisclar briefly update the Commission on the status <br />of some recent tree work around City Hall. Mr. Gisclar advised that there were some dead oak <br />trees on the back side of City Hall and they had recently been removed leaving 10-12 foot stumps. <br />He stated that plans were to bring back the artist who had previously sculpted several trees into <br />birds, and he would create sculptures from these as well. He added that they would then be <br />uplighted to showcase the new sculptures. He further added that some additional trees had been <br />removed near the dumpster on Melody Lane and they would be improving and adding to the <br />sidewalk near the crosswalk area to alleviate the need for employees to walk in the street to get to <br />the side entrance of City Hall. In response to questions from Commissioner Solomon, Mr. Gisclar <br />advised that he would talk with Duke Energy about the possibility of painting the gray electrical <br />boxes around the City; however, the City of Orlando had run into some conflicts with Orlando <br />Utilities Commission when they had painted them without first obtaining clearance from the utility <br />company.
