CASSELBERRY CITY COMMISSION
Minutes of September 13, 2021 —Regular Meeting
Page 13 of 19
SERVICES INTERLOCAL AGREEMENT BETWEEN SEMINOLE COUNTY AND THE CITY
OF CASSELBERRY; PROVIDING FOR CODIFICATION, CONFLICTS, SEVERABILITY, AND
AN EFFECTIVE DATE."
Notice of Public Hearing: The Notice of Public Hearing relative to first reading of Ordinance 21-1556
was advertised in the Orlando Sentinel on Thursday, September 2, 2021.
Staff Presentation: Community Development Director Chris Bowley stated that approval of Ordinance
21-1556 amending fire and rescue impact fees in accordance with the Fire and Emergency Medical Services
Interlocal Agreement between Seminole County and the City of Casselberry is requested. He then gave a
brief overview, explaining that the City entered into an Interlocal Agreement with Seminole County in 2014
for merged services and there was language contained in the First Amendment to the Agreement which
required that when the County changed their county fire impact fees, the City was required to follow suit.
He reminded the Commission that two workshops had been held in August regarding this issue which were
required because their fees had been increased more than 50%, and the City then had to match those fees
up to the City's land use tables, which was the purpose of Ordinance 21-1556. He also advised that the
second reading of the Ordinance would contain some language not included in the version presented at
tonight's first reading as it had been discovered that Section 53-9 already allows for public projects to be
exempted from the collection of fees for impact fees, so that language would be memorialized in the
ordinance at second and final reading.
Budget Impact: There is no impact to the City Budget.
Recommendation: The City Manager and the Community Development Director recommended approval
of Ordinance 21-1556 on first reading.
Public Hearing: Mayor Henson stated this was a public hearing to hear and consider comments and
questions regarding Ordinance 21-1556. Mayor Henson opened the floor for public participation. No one
came forward to address Ordinance 21-1556.
