CASSELBERRY CITY COMMISSION <br />Minutes of September 13, 2021 —Regular Meeting <br />Page 13 of 19 <br />SERVICES INTERLOCAL AGREEMENT BETWEEN SEMINOLE COUNTY AND THE CITY <br />OF CASSELBERRY; PROVIDING FOR CODIFICATION, CONFLICTS, SEVERABILITY, AND <br />AN EFFECTIVE DATE." <br />Notice of Public Hearing: The Notice of Public Hearing relative to first reading of Ordinance 21-1556 <br />was advertised in the Orlando Sentinel on Thursday, September 2, 2021. <br />Staff Presentation: Community Development Director Chris Bowley stated that approval of Ordinance <br />21-1556 amending fire and rescue impact fees in accordance with the Fire and Emergency Medical Services <br />Interlocal Agreement between Seminole County and the City of Casselberry is requested. He then gave a <br />brief overview, explaining that the City entered into an Interlocal Agreement with Seminole County in 2014 <br />for merged services and there was language contained in the First Amendment to the Agreement which <br />required that when the County changed their county fire impact fees, the City was required to follow suit. <br />He reminded the Commission that two workshops had been held in August regarding this issue which were <br />required because their fees had been increased more than 50%, and the City then had to match those fees <br />up to the City's land use tables, which was the purpose of Ordinance 21-1556. He also advised that the <br />second reading of the Ordinance would contain some language not included in the version presented at <br />tonight's first reading as it had been discovered that Section 53-9 already allows for public projects to be <br />exempted from the collection of fees for impact fees, so that language would be memorialized in the <br />ordinance at second and final reading. <br />Budget Impact: There is no impact to the City Budget. <br />Recommendation: The City Manager and the Community Development Director recommended approval <br />of Ordinance 21-1556 on first reading. <br />Public Hearing: Mayor Henson stated this was a public hearing to hear and consider comments and <br />questions regarding Ordinance 21-1556. Mayor Henson opened the floor for public participation. No one <br />came forward to address Ordinance 21-1556. Mayor Henson closed the public hearing relative to <br />Ordinance 21-1556. <br />MOTION: Vice Mayor Busch moved to approve Ordinance 21-1556 on first reading, as <br />presented. Motion was seconded by Commissioner Aramendia. Motion <br />carried unanimously by voice vote 5-0. <br />B. Resolution 21-3265 — Tentative Millage Rate and Voted Debt Millage Rate for <br />Fiscal Year 2021/2022 <br />Mayor Henson announced for the record that the first public hearing to consider the City of Casselberry's <br />tentative millage rate for Fiscal Year 2020-2021 would now begin. <br />The City Clerk read Resolution 21-3265 by title, as follows: <br />"A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF CASSELBERRY, <br />FLORIDA, ADOPTING THE TENTATIVE MILLAGE RATE AND THE VOTED DEBT <br />MILLAGE RATE FOR THE CITY OF CASSELBERRY FOR THE FISCAL YEAR <br />
