CASSELBERRY CITY COMMISSION <br />Minutes of June 28, 2021 — Regular Meeting <br />Page 7 of 13 <br />9. RESOLUTIONS <br />A. Resolution 21-3246 — Adoption of the 2020-2025 Floodplain Management Plan <br />The City Clerk read Resolution 21-3246 by title, as follows: <br />"A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF CASSELBERRY, <br />FLORIDA, APPROVING AND AUTHORIZING THE ADOPTION OF THE FLOODPLAIN <br />MANAGEMENT PLAN TO SUPPLEMENT SEMINOLE COUNTY'S LOCAL MITIGATION <br />PLAN; PROVIDING FOR CONFLICTS, SEVERABILITY, AND EFFECTIVE DATE." <br />Staff Presentation: Deputy Public Works Director/City Engineer Kelly Brock stated that Resolution 21- <br />3246 provided for adoption of the 2020-2025 Floodplain Management Plan for Seminole County and its <br />municipalities. He advised that in 2016 the City had adopted the 2015-2020 Floodplain Management <br />(FMP), so it was overdue for an update and there had been delays with Seminole County over the past year. <br />The 2020-2025 FMP was adopted by the Seminole County Board of County Commissioners on June 8, <br />2020 and the most important effect for the City of Casselberry was that adoption of the new updated FMP <br />helps the City maintain its CRS (Community Rating System) rating. The City is currently at a Class 8 <br />which allows for up to a 10% flood insurance discount for the City's residents. Staff worked with Seminole <br />County to update the Plan which contains some county -wide goals, but staff has also worked on some goals <br />specific to the City which it was felt were important to work on to enhance the City's floodplain <br />management efforts over the next few years. The City Commission and the public will see annual progress <br />reports on this plan each Spring as the City recertifies its CRS rating. In response to a question from the <br />City Commission, Dr. Brock advised that an insurer would be aware of the appropriate discount when a <br />resident applies for flood insurance. <br />Budget Impact: There is no budget impact associated with this item. <br />Recommendation: The City Manager and the Public Works Director recommended approval of <br />Resolution 21-3246. <br />Audience Participation: No one came forward to address Resolution 21-3246. <br />MOTION: Commissioner Aramendia moved to approve Resolution 21-3246, as presented. <br />Motion was seconded by Vice Mayor Busch. Motion carried unanimously by <br />voice vote 4-0. <br />10. FIRST READING OF ORDINANCES <br />A. Ordinance 21-1554 — Repeal Ordinance 10-1311 Which Authorized a Franchise <br />Agreement and Residential Solid Waste Rates <br />The City Clerk read Ordinance 21-1554 by title, as follows: <br />
