CASSELBERRY CITY COMMISSION <br />Minutes of June 28, 2021 — Regular Meeting <br />Page 4 of 13 <br />Budget Impact: The wage/benefit increases have been taken into consideration in the FY2022 Budget. <br />Recommendation: The City Manager and the Administrative Services Director recommended approval <br />of Resolution 21-3245. <br />E. Reorganization of the Public Works Community Development and <br />Administration Departments and Related Budget Amendment 421-036 <br />Introduction: Approval of the reorganization of the Public Works, Community Development and <br />Administration Departments and Related Budget Amendment #21-036 is requested. <br />Background: The Arts and Marketing Coordinator (paygrade 137) which worked under the direction of <br />the Recreation Manager and oversaw all of the City's fine arts programs and promoted those programs and <br />other City recreation programs is now vacant. In FY 2020 a Staff Assistant I/II (paygrade 116/125) was <br />authorized in the Administration Department within the City Manager/City Clerk Division to provide <br />administrative support for the City Clerk while occupying space in the City Hall lobby to greet visitors, <br />provide guidance, answer phones, and generally try to improve customer service. The position was not <br />filled and was deauthorized in FY 2021 due to funding limitations. In FY 2017 a part-time Code <br />Compliance Officer (paygrade 129) position was created to supplement the Code Compliance workforce. <br />The position became vacant in FY 2020 but remains authorized and funded in FY 2021. <br />Discussion: it is requested that the Arts and Marketing Coordinator position be converted to an Arts and <br />Marketing Supervisor (paygrade 141). It is requested that the part-time Code Compliance Officer (paygrade <br />129) be deauthorized and that the associated resources be reallocated to the Administration Department. It <br />is requested that the Staff Assistant I/II (paygrade 116/125) be reauthorized. It is requested that available <br />resources within the Community Development Department Planning Division be reallocated to create a <br />capital budget to fabricate a custom workstation for the lobby to be used by the reauthorized Staff Assistant <br />I/II. <br />Budget Impact: There is no budget impact from the conversion of the Arts and Marketing Supervisor <br />because of accumulated savings from the vacancy of the departed Coordinator. <br />Budget Amendment #21-036 reallocates $10,000 for the Code Compliance Division personal services <br />budget to the City Manager/City Clerk Division personal services budget to allow for the placement of a <br />Staff Assistant I/II. Also, $20,000 would be reallocated from the Planning Division operating budget to the <br />City Manager/City Clerk Division for the capital expenditure to fabricate a workstation in the City Hall <br />lobby for the Staff Assistant I/II. <br />BA #21-036 <br />Explanation of Request: This item seeks City Commission approval to provide funding for the <br />reorganization of the City Manager/City Clerk Division to add a Staff Assistant I/II position in the amount <br />of $10,000, and to provide funding for the capital fabrication of a workstation at the lobby in the amount of <br />$20,000. (The part-time Code Compliance Officer position will be removed). <br />
