CASSELBERRY CITY COMMISSION
Minutes of June 28, 2021 — Regular Meeting
Page 10 of 13
CONSENSUS: The City Commission agreed by consensus to direct staff to continue with
development of design plans for the Lake Concord Art House Expansion
project for consideration by the City Commission at a future meeting.
B. Selection of Voting Delegate at the Florida League of Cities Annual Conference
Staff Presentation: City Clerk Donna Gardner explained that the Florida League of Cities (FLC) has asked
each municipality to designate one official to be the voting delegate for the Business Meeting scheduled
for August 14, 2021.
MOTION: Commissioner Aramendia moved to appoint Mayor Dave Henson as the City's
voting delegate for the Florida League of Cities Business Meeting on August 14,
2021. Motion was seconded by Vice Mayor Busch. Motion carried unanimously
by voice vote 4-0.
13. CITIZENS' COMMENTS
Mayor Henson announced persons that wished to make comment or make inquiry on any matter not on the
agenda, may request to be recognized during Citizens' Comments. Mayor Henson announced the rules of
decorum. No one came forward.
14. CITY MANAGER'S REPORT
A. Procurement Information Report for the Period May 1 through May 31 2021
Mr. Newlon advised that the Procurement Information Report for the month of May 2021 was contained in
the Commissioners' agenda packets for review. He noted that the report contained information about minor
contracts that were issued under delegated authority of staff during this period.
Reported that the purchase of the Brightwater Estate was approved on June 14t11, and everything
was on track for closing on July 141h. An architect has been engaged to inspect the property
and identify what work may be needed to stabilize the property after closing, which will
probably include a new roof, windows, environmental controls, securing of the swimming pool,
and grounds cleanup. Advised that he anticipates bringing a request for funding of these
stabilization measures at the July regular meeting, and possibly a request for funding to engage
a professional consultant to guide the City in developing a concept for the site at that time, as
well.
Advised that Commissioner Albritton had expressed an interest in participating in the next
Leadership Seminole class and inquired whether there was any objection from the Commission
to staff making application for him to participate. No objections were made.
Staff has been working on the Fiscal Year 2022 Budget in preparation for the Budget
Workshops in two weeks.
