CASSELBERRY CITY COMMISSION <br />Minutes of August 9, 2021 — Regular Meeting <br />Page 7 of 9 <br />Discussion: Brief discussion ensued which included: efficiency of conversion to LED (light -emitting <br />diode) lighting; lighting on major thoroughfares (U.S. Highway 17-92 and State Road 436); relationships <br />with Duke Energy and Florida Department of Transportation (FDOT) relating to streetlighting, ownership <br />of lighting assets, and responsibilities for maintenance; and the potential for a Duke Energy agreement with <br />FDOT to take ownership of lighting assets along the major corridors and convert to LED lighting. <br />Budget Impact: The estimated revenue from the Streetlight Assessment has been budgeted in the FY <br />2021-2022 Street Light Fund Special Assessments/Service Charges account #120-0000-325.20-00. <br />Recommendation: The City Manager and the Public Works Director recommended approval of <br />Resolution 21-3256. <br />Public Hearing: Mayor Henson stated this was a public hearing to hear and consider comments and <br />questions regarding Resolution 21-3256. Mayor Henson opened the floor for public participation. The <br />following individual came forward: <br />1. Rhonda Ovist, 220 South Embrey Drive, expressed concerns about the lack of sufficient <br />streetlighting on her street and inquired why a separate assessment for streetlighting is <br />necessary rather than being part of the overall taxes paid by residents. She suggested that the <br />City should look into possible incorporation of solar power, new technology and alternative <br />power sources when planning for the future. <br />Mr. Newlon briefly addressed Ms. Ovist's comments stating that the City's streetlighting program allowed <br />for studies to be done in areas of concern and placement of additional streetlighting, if warranted. He <br />suggested she share with staff the location about which she had concerns and a study could be done to see <br />if additional lighting would be appropriate. No one came else came forward to address Resolution 21-3256. <br />Mayor Henson closed the public hearing relative to Resolution 21-3256. <br />MOTION: Commissioner Aramendia moved to approve Resolution 21-3256, as <br />presented. Motion was seconded by Vice Mayor Busch. Motion carried <br />unanimously by voice vote 4-0. <br />12. OTHER ITEMS <br />No items were presented for consideration on this agenda. <br />13. CITIZENS' COMMENTS <br />Mayor Henson announced persons that wished to make comment or make inquiry on any matter not on the <br />agenda, may request to be recognized during Citizens' Comments. Mayor Henson announced the rules of <br />decorum. No one came forward. <br />
