Whereas, Part III, Article 11, Section 1-2.4 of the Casselberry City Code (Unified Land Development Regulations) is entitled "Building Permits" and contains regulations regarding the applicability of permits and the permit application and review process of the City of Casselberry; and, Whereas, Part 111, , Article X, Section 3-10.9 is entitled "Adopted Standard Building Code, Fire Code and Related Codes" and contains regulations generally related to building and construction; and, Whereas, Part III, , Article VII, Section 2-7.13 of the Casselberry City Code (Unified Land Development Regulations) is entitled "Swimming Pools" and contains regulations for the location and construction of swimming pools; and, Whereas, Part 11, Chapter 74 of the Casselberry City Code is entitled "Swimming Pools" and contains regulations for the construction of swimming pools; and, Whereas, there is considerable overlap and internal inconsistencies between the regulations identified above; and, Whereas, said Chapters 2 and 3 (Part 111) and Chapter 74 (Part 11) of the City Code contain several references to building construction regulation that need to be modified to make them more accurate, more applicable, or more reasonable in terms of the cost of construction; Whereas, certain new regulations are needed to provide the City of Casselberry with a more complete set of controls related to the regulation of building and construction activity; and Whereas, it would be beneficial to the general public and to the City staff who administer the City Code to have all regulations related to the control of building and construction activity organized in one section of the City Code; SECTION I. Part 111, Article 11, Section 1-2.4 (Building Permits) of the City of Casselberry City Code (Unified Land Development Regulations), as modified by City Ordinance #96-878, shall be deleted in its entirety.
