June 27,2011 <br />City of Casselberry <br />Ci1y Manager <br />95 Triplet Lake Drive, Casselberry-, Florida 32707 • Telephone (407) 262-7700, Ext. 1130 <br />Fax (407) 262-7745 • Email blipsconib@icasselberry.org <br />Ms. Charlene Glancy, Mayor/Commissioner <br />Mr. Jon Miller, Vice Mayor/Commissioner <br />Ms. Susan Doerner, Commissioner <br />Ms. Colleen Hufford, Commissioner <br />Ms. Sandra Solomon, Commissioner <br />Re: Proposed Fiscal Year 2012 Budget <br />Honorable Mayor and Members of the City Commission: <br />I am pleased and honored to present for your consideration the Proposed Operating and Capital Budget for the <br />City of Casselberry for Fiscal Year (FY) 2011/2012, including the City's Capital Improvement Program (CIP) for FY <br />2012 — FY 2016. <br />Moving and adjusting to a "new normal" of sustainable smaller government is a dominate theme for most <br />governmental entities, whether local, state or national, as citizens continue to demand more reductions in <br />governmental expenses. Unfortunately, the expected reduction in costs is not always balanced by citizens <br />desiring to decrease the quality of life that they have experienced as funds diminish to provide services. This <br />"balancing act" is a tough act for many communities to realize that do not have an abundance of resources. <br />The current economic times remain extremely unsettled as the United States economy is not robustly <br />responding to the fiscal initiatives recently enacted to eliminate the likelihood of economic collapse. The <br />lingering effects of the recession are still enormous on the State of Florida and our Orlando area economy. The <br />City of Casselberry is now challenged with this "new normal" fiscal reality. The obstacles we have faced over the <br />last four years have been unlike any in our City's history, and may continue in the long term as new "TABOR" <br />(Taxpayers Bill of Rights) legislation is being fostered to further restrict governmental revenues which will be <br />taken to the voters for referendum in the 2012 electoral year. Even so, many communities are now struggling <br />to "rebuild community", incorporating not only physical transformations, but more focused economic <br />development initiatives that reflect the current economy as well as proactive social enhancements, even in light <br />of fewer resources, to address issues and improve the quality of life in their communities. Partnerships with <br />other governmental agencies to achieve greater efficiencies in service delivery, non -profits to assist children and <br />families, and the business community to provide events and social activities are becoming an integral part of <br />service delivery in this "new normal" environment. <br />A-1 <br />
