CASSELBERRY CITY COMMISSION <br />Minutes of August 25, 2014 — Regular Meeting <br />Page 4 of I 1 <br />enhancement and continuance of the numerous community relations and elderly affairs programs offered by the <br />Casselberry Police Department. <br />Budget Impact: There is no impact to the City budget at this time. A budget amendment to recognize the <br />revenue and related expenditure will be prepared upon receipt of the grant funds. <br />Recommendation: The City Manager and the Police Chief recommended approval to participate in the grant <br />application for $131,440 to be filed and coordinated by Seminole County and the allocation of $16,430 to the <br />City of Casselberry for the enhancement and continuance of the numerous community relations and elderly <br />affairs programs. <br />F. Excuse of Absence of Commissioner Anthony Aramendia <br />Commissioner Anthony Aramendia is currently out of town as his father recently passed away and has <br />respectfully requested his excuse of absence from the August 25, 2014 meeting be placed on the Consent <br />Agenda for consideration. <br />Audience Participation: The following individuals came forward to address the Consent Agenda: <br />1. Mr. John Casselberry, 700 South Lost Lake Lane, expressed some concerns regarding Item C, <br />Resolution 14-2645 — Contract for Purchase and Sale of Surplus Property at Sportsman's <br />Paradise — Parcel #09-21-30-513M-OA00-00P 1, stating he recalled there may have been some <br />reservation of mineral rights on the property and if so, language in the deed should address <br />that issue. <br />2. Mr. James Fraleigh, 23 Teresa Court, voiced opposition to Item D, Resolution 14-2646 — <br />Supporting Seminole State College and its Foundation in Their Efforts to Develop a <br />Regional Arts and Education Village Concept, stating he felt commercial property should <br />not be taken off the tax rolls and used as a performing arts center for the college and that a <br />better use for the money would be for teachers, books and classrooms and he did not think <br />the City should be supporting the project. <br />3. Dr. John Zacco, 601 Queens Mirror Circle, expressed some concerns regarding the possible <br />mineral rights issue brought up by Mr. John Casselberry and inquired whether- it was relevant <br />to the sale of the property. <br />Mayor Glancy advised Dr. Zacco that during Audience Participation for the Consent Agenda the Commission <br />would not respond to questions, but the item could be removed for discussion. <br />No one else came forward. <br />MOTION: Commissioner Solomon moved to approve the Consent Agenda, as presented. <br />Motion was seconded by Commissioner Fry. <br />Mayor Glancy passed the gavel to Vice Mayor- Hufford and requested that Item C, Resolution 14-2645 — <br />Contract for Purchase and Sale of Surplus Property at Sportsman's Paradise — Parcel #09-21-30-513M-OA00- <br />
