CASSELBERRY CITY COMMISSION Minutes of .luly 28, 2014 — Regular Meeting Page 5 of 13 BA #14-045 Explanation of Request: This item seeks City Commission approval to provide funding for a replacement flow meter for Well N-1 at the North Water Treatment Plant. The use of funds from the Hold for Future Capital Outlay account was necessitated due to an immediate need to replace the flow meter. Funding will be transferred out of 401-0753-535.67-99 to the appropriate capital account. Account Number Account Description Amount Increase: 401-0753-535.67-35 Machinery & Equip/Equipment-Other $2,377 Decrease: 401-0753-535.67-99 Machinery & Equip/Hold for Future $2,377 Capital Outlay Recommendation: The City Manager and the Public Works Director recommended approval to purchase a replacement flow meter at the North Water Treatment Plant Well N-1 and Budget Amendment #14-045. F. Tentative Tax Rate for Fiscal Year 2014/2015 Introduction: Consideration to set the tentative millage rate for Fiscal Year 2014/2015 (FY 2015) at 5.4500 mills is requested. Budget Impact: The millage rate of 5.4500 will produce a tax levy of $5,962,145 in property taxes but will yield only $5,783,281 (97%) after taking into account early payer discounts and billing and collection costs. Recommendation: The City Manager and the Finance Director recommended approval to set the tentative millage rate for FY 2015 as required by the "TRIM" (Truth in Millage) legislation at 5.4500 mills. G. Use of State Law Enforcement Trust Funds to Purchase Vehicle GPS Units and Related Budget Amendment #14-046 Introduction: The use of State Law Enforcement Trust Funds to purchase thirty-seven (37) vehicle global positioning systems in the amount of $1,257 and approval of related Budget Amendment #14-046 are requested. Budget Impact: The impact to the budget is an increase to the State Law Enforcement Trust Fund Police Department Operating Supplies account #104-0610-521.56-00 and increase to Other Non -Operating Sources account #104-0000-389.90-00 in the amount of $1,257.00.
