Resolution 14-2625 — Supplemental Agreement #9 to the Continuing Professional <br />Development Management Services Contract with Associated Consulting <br />International. Inc. <br />The City Clerk read Resolution 14-2625 by title as follows: <br />"A RESOLUTION OF THE CITY OF CASSELBERRY, FLORIDA, APPROVING AND <br />AUTHORIZING THE EXECUTION OF SUPPLEMENTAL AGREEMENT #9 TO THE <br />CONTINUING PROFESSIONAL MANAGEMENT SERVICES CONTRACT WITH ASSOCIATED <br />CONSULTING INTERNATIONAL, INC. TO PROVIDE BUILDING INSPECTIONS SERVICES ON <br />PROPERTY LOCATED AT 115 WILSHIRE BLVD., CASSELBERRY, FL; PROVIDING FOR <br />CONFLICTS, SEVERABILITY AND EFFECTIVE DATE." <br />Staff Presentation: City Manager Randy Newlon explained that Resolution 14-2625 was related to the <br />previous item which the Commission had just approved and the funds would only be expended in the event of <br />the seller's acceptance of the City's offer. He further explained that Resolution 14-2625 related to the building <br />inspection, the mechanical inspection and the architectural assessment for the suitability of the building for <br />conversion into something else and was a part of the $25,000 budget amendment 14-040 just approved by the <br />Commission. He added that since the request was being added to a continuing services agreement with an <br />existing contractor, he was asking that it be considered separately. In response to questions from Mayor <br />Glancy, Mr. Newlon clarified that the specific dollar amount for the services requested in this item was <br />$12,300. <br />Audience Participation: The following individuals came forward to address Resolution 14-2625 <br />Mr. James Fraleigh, 23 Teresa Court, spoke in opposition to Resolution 14-2625, stating he <br />felt it was fiscally irresponsible to spend $25,000 on property that did not even belong to the <br />City. He also expressed concerns that money was being spent to look at potential property <br />when there were other needs throughout the City such as repair and installation of sidewalks. <br />Vice Mayor Hufford, Mr. Newlon and Mayor Glancy all cautioned Mr. Fraleigh about his use <br />of what they felt to be inappropriate language and his disruptive tone. He responded that he <br />was utilizing his right to freedom of speech and expressed further concerns about what he <br />perceived to be the Commission's waste of taxpayers' money. <br />Mr. Bill Grady, 430 Lowndes Square, voiced concerns about the City's use of funds to <br />examine a building that clearly would not be up to current codes due to its age. He also <br />suggested using local contractors for the inspections rather than utilizing the consulting <br />engineers with whom the City has contracted. <br />Mr. John Casselberry, 700 South Lost Lake Lane, expressed some concerns that too much <br />money was being spent on a speculative contract. <br />No one else came forward. <br />Budget Impact: Funds are available in Non -Departmental Land Acquisition account 001-0190- <br />519.61-07 with the approval of Budget Amendment #14-040. No money will be spent unless the <br />seller accepts and executes the Contract for Purchase and Sale authorized with Resolution 14-2624. <br />
