CASSELBERRY CITY COMMISSION
Minutes of February 10, 2014 — Regular Meeting
Page 11 of 12
Added to his earlier comments relating to Mr. Fraleigh's tone of voice during meetings. He stated he
felt it was important for elected officials not to be thin-skinned and take things personally. He added
that someone raising their voice to get the attention of the Commission was not the same as yelling and
trying to intimidate the Commission. He stated that the gentleman who spoke earlier was passionate
and wanted to challenge the Commission to thought and to see things his way; however, that did not
mean he was there to intimidate anyone. He added that he did not believe it was fair to take away his
time to speak for reasons that were minor in nature. He also reiterated his feeling that just because
someone is in the majority does not mean that person is right.
Commissioner Sandra Solomon — Seat No. 3:
• Responded to Commissioner Fry's comments stating she felt she did have a thick skin after having
been in the teaching profession for many years and dealing with students, parents and staff. She stated
she did not recall the Commission having any problems with anyone other than Mr. Fraleigh, and she
did feel intimidated by him.
Vice Mayor Colleen Hufford — Seat No. 4:
Stated she felt many of Mr. Fraleigh's comments were abusive towards the Commission and it was
difficult to sit through; however, she agreed that he also had some good points which he had made, but
she had personally requested that he not raise his voice and have an abusive tone. She added that she
believed Commissioner Fry was out of order when he addressed the issue during Mr. Fraleigh's earlier
comments and should have restricted his own comments to the time allotted for the Commissioners to
speak. She noted that Mr. Fraleigh seemed angry many times when he addressed the Commission
during citizen comments, and she felt it made the Commission and the audience uncomfortable and
hurt the process of good government.
Mayor Charlene Glancy — Seat No. 5:
• Thanked the Commissioners for their comments. Stated that as the presiding officer of the
Commission it was her responsibility to try and keep a sense of order to be sure that everyone has an
opportunity to speak and people don't speak over one another.
18. ADJOURNMENT
There being no further business, Mayor Glancy adjourned the meeting at 5:41 p.m.
DATE MINUTES APPROVED BY CITY COMMISSION: eY
