In response to questions from the <br />City Commission Ms. Hyson confirmed that the development planned for the site was not a 20 -story <br />building, but would be a Wendy's Restaurant, and the planned development conformed to both the CRA <br />(Community Redevelopment Agency) and the Oxford Park Overlay District guidelines. <br />Budget Impact: There is no impact to the City Budget. <br />Recommendation: The City Manager and the Community Development Director recommended adoption <br />of Ordinance 21-1550 on second and final reading. <br />Public Hearing: Mayor Henson stated this was a public hearing to hear and consider comments and <br />questions regarding Ordinance 21-1550. Mayor Henson opened the floor for public participation. No one <br />came forward to address Ordinance 21-1550. Mayor Henson closed the public hearing relative to <br />Ordinance 21-1550. <br />MOTION: Commissioner Aramendia moved to adopt Ordinance 21-1550 on second and <br />final reading, as presented. Motion was seconded by Vice Mayor Busch. <br />Motion carried unanimously by voice vote 5-0. <br />11. RESOLUTIONS <br />A. Resolution 21-3230 — Issuance of City of Casselberry General Obligation Bond <br />Series 2021 and Related Budget Amendment #21-026 <br />The City Clerk read Resolution 21-3230 by title, as follows: <br />"A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF CASSELBERRY, FLORIDA <br />SUPPLEMENTING RESOLUTION 20-3157; AUTHORIZING THE ISSUANCE AND SALE OF <br />THE CITY OF CASSELBERRY, FLORIDA GENERAL OBLIGATION BOND, SERIES 2021 IN <br />A PRINCIPAL AMOUNT OF $6,000,000 IN ORDER TO FINANCE VARIOUS PARK AND <br />RECREATION IMPROVEMENTS AND OTHER CAPITAL COSTS; MAKING CERTAIN <br />COVENANTS AND AGREEMENTS IN CONNECTION WITH THE ISSUANCE AND SALE OF <br />THE SERIES 2021 BOND; AUTHORIZING A NEGOTIATED SALE OF SAID SERIES 2021 <br />BOND TO JPMORGAN CHASE BANK, N.A.; DELEGATING CERTAIN AUTHORITY TO THE <br />MAYOR; PROVIDING FOR CERTAIN TERMS OF THE SERIES 2021 BOND; AUTHORIZING <br />THE EXECUTION AND DELIVERY OF THE SERIES 2021 BOND, SUCH SERIES 2021 BOND <br />TO BE A LIMITED OBLIGATION OF THE CITY PAYABLE FROM AD VALOREM TAXES <br />LEVIED BY THE CITY ON REAL PROPERTY AND IMPROVEMENTS THERETO SUBJECT <br />TO THE CITY'S AD VALOREM TAXING POWER AS PLEDGED HEREIN; PROVIDING FOR <br />THE RIGHTS AND SECURITIES OF THE OWNER OF THE SERIES 2021 BOND; MAKING <br />CERTAIN COVENANTS AND AGREEMENTS FOR THE BENEFIT OF THE PURCHASER OF <br />THE SERIES 2021 BOND; APPOINTING THE CITY AS PAYING AGENT AND BOND <br />REGISTRAR FOR SAID SERIES 2021 BOND; AND PROVIDING AN EFFECTIVE DATE." <br />
