In response to questions from the City Commission Ms. Hyson confirmed that the development planned for the site was not a 20 -story building, but would be a Wendy's Restaurant, and the planned development conformed to both the CRA (Community Redevelopment Agency) and the Oxford Park Overlay District guidelines. Budget Impact: There is no impact to the City Budget. Recommendation: The City Manager and the Community Development Director recommended adoption of Ordinance 21-1550 on second and final reading. Public Hearing: Mayor Henson stated this was a public hearing to hear and consider comments and questions regarding Ordinance 21-1550. Mayor Henson opened the floor for public participation. No one came forward to address Ordinance 21-1550. Mayor Henson closed the public hearing relative to Ordinance 21-1550. MOTION: Commissioner Aramendia moved to adopt Ordinance 21-1550 on second and final reading, as presented. Motion was seconded by Vice Mayor Busch. Motion carried unanimously by voice vote 5-0. 11. RESOLUTIONS A. Resolution 21-3230 — Issuance of City of Casselberry General Obligation Bond Series 2021 and Related Budget Amendment #21-026 The City Clerk read Resolution 21-3230 by title, as follows: "A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF CASSELBERRY, FLORIDA SUPPLEMENTING RESOLUTION 20-3157; AUTHORIZING THE ISSUANCE AND SALE OF THE CITY OF CASSELBERRY, FLORIDA GENERAL OBLIGATION BOND, SERIES 2021 IN A PRINCIPAL AMOUNT OF $6,000,000 IN ORDER TO FINANCE VARIOUS PARK AND RECREATION IMPROVEMENTS AND OTHER CAPITAL COSTS; MAKING CERTAIN COVENANTS AND AGREEMENTS IN CONNECTION WITH THE ISSUANCE AND SALE OF THE SERIES 2021 BOND; AUTHORIZING A NEGOTIATED SALE OF SAID SERIES 2021 BOND TO JPMORGAN CHASE BANK, N.A.; DELEGATING CERTAIN AUTHORITY TO THE MAYOR; PROVIDING FOR CERTAIN TERMS OF THE SERIES 2021 BOND; AUTHORIZING THE EXECUTION AND DELIVERY OF THE SERIES 2021 BOND, SUCH SERIES 2021 BOND TO BE A LIMITED OBLIGATION OF THE CITY PAYABLE FROM AD VALOREM TAXES LEVIED BY THE CITY ON REAL PROPERTY AND IMPROVEMENTS THERETO SUBJECT TO THE CITY'S AD VALOREM TAXING POWER AS PLEDGED HEREIN; PROVIDING FOR THE RIGHTS AND SECURITIES OF THE OWNER OF THE SERIES 2021 BOND; MAKING CERTAIN COVENANTS AND AGREEMENTS FOR THE BENEFIT OF THE PURCHASER OF THE SERIES 2021 BOND; APPOINTING THE CITY AS PAYING AGENT AND BOND REGISTRAR FOR SAID SERIES 2021 BOND; AND PROVIDING AN EFFECTIVE DATE."
