CASSELBERRY CITY COMMISSION <br />Minutes of September 24, 2018— Regular Meeting <br />Page 8 of 14 <br />districts; and City services are available at the subject property and will not be negatively impacted. Slight <br />modifications have been made to Ordinance 18-1496 since its approval on first reading at the August 27, <br />2018 regular City Commission meeting to remove the parcel number and the reference to codification from <br />the ordinance title, and to remove the section relating to codification in the body of the ordinance. No other <br />changes were made to the ordinance. <br />In response to a question from the City Commission, City Attorney Reischmann and staff clarified that the <br />parcel identification number was a technical detail and the property was actually better identified by the <br />street address. Also, in cases of multiple properties, listing all the parcel numbers would only serve to <br />lengthen the title unnecessarily. <br />Budget Impact: There is no impact to the City Budget. <br />Recommendation: The City Manager and the Community Development Director recommended adoption <br />of Ordinance 18-1496 on second reading. <br />Public Hearing: Mayor Glancy stated this was a public hearing to hear and consider comments and <br />questions regarding Ordinance 18-1496. Mayor Glancy opened the floor for public participation. No one <br />came forward to address Ordinance 18-1496. Mayor Glancy closed the public hearing relative to Ordinance <br />18-1496. <br />MOTION: Commissioner Solomon moved to adopt Ordinance 18-1496 on second and <br />final reading, as presented. Motion was seconded by Commissioner Hufford. <br />Motion carried unanimously by voice vote 4-0. <br />C. Resolution 18-3059 — Adoption of Fiscal Year 2018-2019 Final Milla ge Rate <br />Mayor Glancy announced for the record that the time was now 5:20 p.m. and the City Clerk read Resolution <br />18-3059 by title, as follows: <br />"A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF CASSELBERRY, <br />FLORIDA, ADOPTING THE FINAL MILLAGE RATE FOR THE CITY OF CASSELBERRY <br />FOR THE FISCAL YEAR COMMENCING OCTOBER 1, 2018 AND ENDING SEPTEMBER 30, <br />2019; ANNOUNCING THE ROLLED -BACK MILLAGE RATE, THE PERCENTAGE BY <br />WHICH THE MILLAGE EXCEEDS THE ROLLED -BACK RATE AND THE FINAL MILLAGE <br />RATE TO BE LEVIED; PROVIDING FOR CONFLICTS, SEVERABILITY AND PROVIDING <br />FOR AN EFFECTIVE DATE." <br />Notice of Public Hearing: The Notice of Public Hearing relative to the final millage rate was advertised <br />in the Orlando Sentinel on Thursday, September 20, 2018, in accordance with Truth In Millage (TRIM) <br />legislation requirements. <br />Staff Presentation: Interim Finance Director Teri Butler advised that the City Commission held a public <br />hearing on September 10, 2018 and approved a tentative millage rate of 3.0519, which if approved as the <br />final millage rate would result in $4,544,013 in ad valorem tax revenue for Fiscal Year 2018-2019, which <br />is 97% of the total tax levy of $4,684,549, with the remaining 3% being left for early tax payment discounts <br />
