CITIZENS' COMMENTS <br />Mayor Henson announced persons that wished to make comment or make inquiry on any matter not on the <br />agenda, may request to be recognized during Citizens' Comments. Mayor Henson announced the rules of <br />decorum. The following individuals came forward: <br />1. Mr. Albertus Tunnissen, 515 Queens Mirror Circle, inquired whether cars could be parked in <br />back yards in the City and was advised by Mayor Henson that it was not allowed and would be <br />a code violation. <br />2. Ms. Lindsay Feist, 516 Bridle Path, thanked Commissioner Meadows and Vice Mayor Busch <br />for joining the Casselberry Elementary PTSA and advised she would be contacting Mayor <br />Henson and Commissioner Aramendia by email about possibly joining as well, in support of <br />the school. She also thanked the Commissioners for attending the groundbreaking for the new <br />school on February 16"', adding that it was hoped the new school would be open in November. <br />3. Ms. Emily Orey, Kenwick Circle, expressed appreciation to Vice Mayor Busch and <br />Commissioner Meadows for pursuing the possibility of livestreaming the City Commission <br />meetings, as she felt it should be a priority in order to provide accessibility to Casselberry's <br />City government. <br />No one else came forward. <br />14. CITY MANAGER'S REPORT <br />A. Procurement Information Report for the Period January 1, 2021 through January <br />31, 2021 <br />Mr. Newlon advised that the Procurement Information Report for the month of January 2021 was contained <br />in the Commissioners' agenda packets for review. He noted that the report contained information about <br />minor contracts that were issued under delegated authority of staff during this period. <br />Attended the Casselberry Elementary School groundbreaking on Tuesday, February 16"' <br />Advised that the City had received proposals for lenders for the first $6 million to be invested <br />in the City's parks and three proposals were received with the most favorable one offering an <br />interest rate of 2.01 percent which would most likely be brought to the City Commission on <br />March 8"' for consideration and approval. After approval, planning and engineering of all six <br />parks would be underway and the City would be in a position to award the contract for <br />construction of Secret Lake Park improvements. The City would then be poised to hove <br />forward in Fiscal Year 2022 with another issue of bonds to complete renovation of the City's <br />parks. <br />
