CASSELBERRY CITY COMMISSION <br />Minutes of February 22, 2021 — Regular Mecting <br />Page 10 of 14 <br />Public Hearing: Mayor Henson stated this was a public hearing to hear and consider comments and <br />questions regarding Ordinance 21-1547. Mayor Henson opened the floor for public participation. No one <br />came forward to address Ordinance 21-1547. Mayor Henson closed the public hearing relative to <br />Ordinance 21-1547. <br />MOTION: Vice Mayor Busch moved to adopt Ordinance 21-1547 on second and final <br />reading, as presented. Motion was seconded by Commissioner Aramendia. <br />Motion carried unanimously by voice vote 4-0. <br />12. OTHER ITEMS <br />A. Appointment to Auditor Selection Committee <br />Staff Presentation: City Manager Randy Newlon stated that the current contract with MSL, PA to provide <br />auditing services to the City expires on June 30, 2021. To ensure there is no lapse in receiving these <br />services, the City will be releasing a Request for Proposal (RFP) for Auditing Services on Tuesday, March <br />2, 2021. The City is in the process of selecting members to serve on the Auditor Selection Committee, <br />which will review and evaluate any submittals received in response to the RFP. In the past it has been <br />customary to establish an Auditor Selection Committee comprised of City staff, however, Florida state law <br />has changed and there is now a requirement that a member of the City Commission be selected as a member <br />of the Committee and serve as its Chair. <br />Budget Impact: There is no impact to the City Budget. <br />Recommendation: The City Manager and the Finance Director requested that one member of the City <br />Commission be selected to preside as Chair of the Auditor Selection Committee. <br />Audience Participation: No one came forward to address the City Commission regarding this item. <br />MOTION: Commissioner Aramendia moved to appoint Commissioner Meadows to serve <br />as the Chair of the Auditor Selection Committee. Motion was seconded by Vice <br />Mayor Busch. Motion carried unanimously by voice vote 4-0. <br />B. Discussion: Accessory Structure Requirements in Section 2-7.9 of Unified Land <br />Development Regulations <br />Staff Presentation: Community Development Director Chris Bowley gave an overview of research that <br />had been done at the request of the City Commission at its January 11, 2021 regular meeting relating to <br />how accessory structures are regulated in surrounding jurisdictions compared to the City of Casselberry. <br />He presented some of the findings from his initial research which included the Cities of Altamonte Springs, <br />Oviedo, Winter Springs, Sanford, and Longwood. <br />Discussion: A lengthy discussion ensued amongst the City Commissioners, Mr. Bowley, City Manager <br />Randy Newlon and City Attorney Reischmann which included: current City of Casselberry regulations for <br />
